Steel Men to The 14th annual Steelworkers Institute, which saw nearly 700 Pennsylvania union representa tives attending the workshops, will close tomorrow. The institute was broken down Into five 1-week sessions which were held to instruct the workers in arbitrating, handling griev ances, and conducting u nion meetings.
