SPE Fined Three fraternities were fined a total of $l3O by the Interfrater nity Council Board of Control Sunday night for pledge registra tion violations. Sigma Chi drew the heaviest fine—s7s for failure to register 11 pledges with the IFC. Theta Xi was fined $3O for two violations and Sigma Phi Epsilon $25 for one violation. The board fined six fraternities $250 in December for pledge reg istration violations. Three fraternities were found not guilty of violations in the hearings and three cases were postponed until the beginning of the spring semester at the frat ernity’s request. Phi Epsilon Pi fraternity ap pealed the decision of the board rendered at its December hearing and was found not guilty of the charge. The fraternity had been fined $25 for failure to register one pledge. Under the present system, frat ernities must register their pled ges with the Fraternity Affairs Office within two weeks of their pledging. A fee of $2 is charged for registering each pledge. The- difficulty in the present system, Board of Control Chair man Siders said, is that no actual receipt is given for each individ ual name registered. The only way the fraternities have of knowing who is registered is through check stubs and cancelled checks, he said. Walker to Give Faculty Talk President Eric A. Walker will discuss the appropriation he is seeking from the state legislature in his annual State of the Uni versity Message to faculty and staff members at 3 p.m. Monday, Jan. 26, in Schwab Auditorium. Walker’s message will reach all the campuses as well as the Schwab audience, since, for the first time, it will be broadcast over a closed telephone network to the campuses. James H. Coogan, director of the Department of Public Infor mation, said Walker will give a full treatment to University af fairs, with emphasis on the bud get appropriation.
