This cautiously optimistic note was disclosed in a joint statement authorized after the initial meet ing, a get-together which both sides insisted did not represent "negotiations." Actual negotiations on Iceland's demand that U.S. troops be with drawn from its territory will be gin "sometime in the near future," spokesmen said.
