Turner — (Continued from page one) said fraternities should not work against the administration and he couldn’t see much hope in the future if they continually do so. Fraternities should work with and cooperate with the adminis tration, he said, but not as “stoog es” and “yes men.” In his first area of rights and privileges, Turner said fraterni ties have , & the right to run their own affaire, free from the admin istration and alumni. He empha sized again it is only the fraterni ties’ privilege to exist, and they have a responsibility to accept and cooperate with the rules and regu lations, of the administration. In his second area, the right of fraternities to plan their own so cial programs, Turner said frat ernities should, not only follow the rules of the administration but also those of the community, state, and nation. The fraternities third right is that of choosing their own mem bers, Turner said. He advised they choose them wisely and with ef ficiency. He said the discrimina tion problem which has plagued several institutions will reach tne University eventually through pressure groups. The fraternities fourth and fifth areas of rights are those of hand ling their own finances and uquor affairs, he said. The right to use liquor is a privilege in the United States, he said, and it is the frat ernities’ responsibility to respect this orivilege. The final area pointed out by Turner, is the fraternities’ right to do as they please. He said fraternities should obey the r> gu lations of the national fraternity and act as leading citizens of the institution, for they will bf* criti cized as such. Penn Game— (Continued from page one) Men. He said it was only fair for students to make up the work they would miss by the cut in class hours. Cabinet also emphasized the need for good conduct at the Penn game by University students in return for the half-holiday. It was asked by Speer that all members of cabinet return to their constit uents with the plea and that prior to the game a good-conduct cam paign be run through the living unit governments and the Daily Collegian. Kidd said, wording the recom mendation in this way would be one way of determining that the student affairs committee would be one of the standing commit tees to be set up by Jesse Arnelle, All-University president. Committee Recommended Joan Packard, Leonides presi dent, said standing committees should be established as the need arises and “one should be estab lished here.” After further discussion, Patri cia Ellis, Women’s Student Gov ernment Association president, moved that the report be amend ed to read that a standing cabinet committee on student affairs. be established.
