PAGE EIGHT Lion Meeting Ruling Expl•ined by Kohn Edwin Kohn, All-College elections committee chairman, last night explained the decision by which he ruled the meeting con ducted by Lion Party members in an attempt to impeach Benjamin Sinclair, clique chairman, was legal. A charge, stating that Sinclair was guilty of "unscrupulous con duct detrimental to the good name and intentions of the Lion Party," was presented at the meeting. Sinclair, who refused to attend the meeting on grounds that it was illegal, denied th e charge. No action was taken on the charge by the group. Kohn said he told Sinclair that he should go to the meeting and clear his name if he was innocent of the charges. The charge arose from freshmen who said Sinclair had promised them political of fices in return for their support at a clique meeting Oct. 11 when he defeated Donald Herbein, sev enth semester arts and letters ma jor, for the chairmanship. Violations Charged "There is no precedent for a member of an organization to have the power to call meetings. The meeting was illegal, ari d were we to press the issue, there is but one outcome in view of the fact that the elections committee chairman has ruled that in'the fu ture all party meetings will be called only by the chairman," Sin clair said last night. "The actual procedure at the alleged meeting was itself illegal, for the proceed ings did not even follow the much vaunted Roberts' Rules of Order, Revised. Consequently, we feel further action to be unnecessary." Thomas Kidd, one of the leaders opposed to Sinclair, had said Sin clair was dodging prosecution by failing to recognize Robert's Rules of Order in constitutional proceed ings. Sinclair was charged with viola tions of the constitution, adopted Oct. 11 after being presented by Kidd. Kidd charged Tuesday that Sinclair tried to submit a consti tution for adoption which would not have permitted Herbein to run. The elections committee ap proved the adopted constitution last night. 'Objectionable' Section Used "It has become apparent that Kidd's intentions upon presenting his constitution was due to the fact that he feared provisions fr o m last year's constitution which he helped to write would appear in the draft we present ed," Sinclair said. Kohn said last night that he understood the constitution Sin clair gave him to be approved at the meeting was the one used by the clique last spring. Sinclair said he did use parts of the old constitution's provisions in hi s draft, including the section pro hibiting seniors from holding the clique chairmanship. The suggestion was also, made that men's hat societies set up an orientation program of coun seling meetings and skits empha sizing College organizations, tra ditions and rules. Four possible philanthropic pro jects for this year were presented to the council: a scholarship, esti mated at about $5O to $lOO, which would be recommended to future hat societies councils for adop tion; sending a child from the State - College area to a summer camp; sponsoring an American underprivileged child; and join ing Women's Recreation Associ ation in sponsoring a Polish or phan. Betsy Siegler, seventh semester home economics major, suggested that the council sponsor an auc tion at which well known profes sors and administration members would commit themselves to char ades, such as shining a student's shoes. The proceeds of this auc tion would go toward the coun cil's philanthrophy. Final decision on a project was tabled until the . next meeting. Richard Grossman, seventh se mester busineis administration major, said he would write letters to an organization that makes ar rangements for placing under privileged children in summer camps. The council decided that Parmi Nous and Skull and Bones, senior men's hat societies, and Mortar Board and Scrolls, senior wom en's hat societies, will form the cordon on Beaver Field Saturday for the Penn State-Texas Christ ian football game. The senior hat societies will also form the cordon at the West Virginia game, and the junior and sophomore hat societies will form the honor line at the Rut gers game, during Junior Week. This was decided after John Speer, fifth semester 'dairy hus bandry major, - moved that par ticipation in the cordon be divided each week among the hat socie ties, according to class. Speer said that the line was too long at the Syracuse game, when all hat societies stood on the field. The board announced that Par mi Nous and Skull and Bones will meet at 1 p.m. Saturday at the entrance to Beaver Field and keep underclassmen from climb ing into the junior and senior bleacher sections. The council said that many underclassmen sat in the sections reserved for upper classmen at the Syracuse game Saturday.
