TUESDAY, OCTOBER 6, 1953 Clark Says Commission Is Repatriating Troops Under False Assumption PANMUNJOM, Tuesday, Oct. 6 (W)—Gen. Mark Clark to day complained to the Neutral Nations Repatriation Com mission that it was operating on the assumption that 22,500 Chinese and North Korean prisoners in its custody "actually desire repatriation." Entering the boiling dispute over handling prisoners who have said they do not -want to return to communism, the UN, Far East commander said these men must be assured "freedom of choice." In a letter to Gen. K. S. Thim ayya, Indian head of the repatria tion commission, Clark said his command believes the 22,500 "made their choice many months ago" not to go back. He reminded Thimayya that Al lied blood was shed for more than a year. while the principles of freedom of choice was argued prior to a truce and said the command would not compromise on it now, Clark's letter sought to make clear the UN position in a raging dispute which has held up.. the s t art of explanations to " these men for two weeks. During that time, two riots have broken out in the demilitarized zone with Indian custodian troops killing thr e e prisoners and wounding 10 before they were Put down. Clark bluntly denied charge by the repatriation commission that the UN Command hadi informed the prisoners as to their rights. • Clark wrote that the UN Com mand "cannot now condone any abrogation or compromise" of the Korean War truce terms. Turkey Wins Place On Security Council UNITED NATIONS, N.Y., Oct. 5 (?P)—Turkey won a seat on the UN Security Council today with solid United States support against Russia's candidate, Poland. It was the third straight time the Americans wrested the East ern European seat from the Soviet Bloc. Turkey received 40 votes on the eighth secret ballot in the UN Assembly and Poland had 19. Brazil and New 'Zealand were chosen on the Ist ballot for the other two - vacancies in the 11- nation council, with 56 and 48 votes respectively. Turkey, Brazil and New Zea land will take their places in the council next Jan. 1 for two-year terms. They will replace Greece, Chile and Pakistan.
