PENNSYLVANIA Educatore- (Continued from page one) sylvania State College," the Pres ident told the legislators, "use several procedures to assure them selves that the personnel of the institution are loyal to the nation and to the commonwealth, and free of subversion." The President said that faculty members can be kept on probation for as much as seven years and that even after receiving tenure could be dismissed for cause. Under the federal oath proced ure supported by the President, the oath is backed up by a special law which establishes "a fine and imprisonment for anyone falsely representing his own position in relation to the law." The Presi dent said that the proposed state bill was weak since it was the belief of attorneys that falsely taking an oath is not perjury in itself. Perjury Strong Point Supporters of the state bill have contended that a strong point of the law was that subversives could be prosecuted for perjury if they falsely took the oath. In scoring the section of the bill that would empower the at torney general to name subver sive organizations, the President said that if any one person had the power to determine what or ganizations including political parties were subversive, the United States' democratic tradi tion would be endangered. "It is surely un-American," the President said, "to give to one man control of the allegiance, the conscience, and the thoughts of great numbers of his fellow citi zens."
