He also pre dicted greater emphasis would be placed on good teaching, as against pre-occupation with re search, and he visualized a greater realization of the need for public understanding which is essential for public support. Howard C. Petersen, executive vice-president of the Fidelity- Philadelphia Trust Company and until recently Assistant Secretary of War, urged adoption of the universal military training pro gram. - "Until there is a 180-degree change in Kremlin foreign policy, absolutely no dependence can be placed in the United Nations to prevent war," Petersen warned. He added that he did not believe war is inevitable. Explaining that universal mili tary training is necessary for an adequate security system, Peter sen pointed out that it would be only a part of a balanced inte grated program.
