The Cabinet shall reserve power to regulate /and su pervise all student activities. . Elections Section 14. The Cabinet shall have power to regulate, all elec tions of - the student government. organizations: , Recognition. Section 15. The Cabinet shall: have power to. recognize and. grant• charters to any undergraduate or ganization, subject to the approval of the College Senate Committee on Student Welfare. The Cabinet also shall have power to .recom mend to the Senate Committee on Student Welfare the withdrawing, of charters from existing under graduate organizations after due consideration and investigation. Meetings Section 16. The Cabinet shall meet at least once in every two weeks, excluding vacations. Eligibility Section 4.•-N:0 person shall be eligible to hold the Office of Cabi net Chairman who does not fulfill the requirements set down by the Elections Committee for the elec tion of a semester 8 president and the stipulations of Article 11, Sec tion 3. Chairmanship Section 5. The Cabinet Chair man shall serve as chairman of the Cabinet meetings, but will vote only in his capacity as semester 8 president. Appointment Power Section 6. The Cabinet Chair man shall have 'fullpoiver to:ap point all committees he may deem necessary to carry out the work of Cabinet by and with the approval of Cabinet. The Cabinet Chair man shall have the power to ap point by and with the advice and consent, of the 'Cabinet any special committees, except committees charged with the administratien of purely semester functions,: the ap pointment, of which shalt rest in the hands of 4:le respective seines ter presidents. Official Ropmesentative Section 8. The Cabinet chair man shall be the baielal . repre sentative of the -student body on any matter pertaining to the, wel fare of the student body. Meetings TEE DAILY COLLEGIAN man shall have sole power to call ipecial , meetingS of the Cabinet at any time for any reason whatso ever. Parliamentary Powers Section 10. The Cabinet Chair man shall have full parliamentary powers over all meetings of the Cabinet. • Chairman Vacancy Section 11. In the event of the disqualification of the AU-College Cabinet Chairman, the Interclass Finance Chairman shall assume the duties and an election shall be held within two weeks to elect another. treasurer for Semester 11. Temporary. Absence Section 12. In the . event of the temporary absence of the Cabinet Chairman, the Interclass Finance Chairman shall preside over the Cabinet. In the absence of both the. Cabinet Chairman and the Inter class Finance Chairman, the Cabi net shall elect a president pro tern. Succession Section 13. In the event of . the disqualification or resignation of both the Cabinet Chairman and the Interclass Finance Chairman an election for those two officers shall be held within two weeks of the regular College session after said disqualifications or resignations go into effect. ARTICLE Judicial Power Section 1. The judicial powers relative. to men.. students shall be vested in. the Student Tribunal. Student -Tribunal SeCtion 2. Eligibilitg Section 3. No person shall-be 'a meniber. of:. the Student Tribunal whp has not attained an All-Col -lege average of "I" or better and -who , dies not otherwise cityjily un der Section 2 of, this article. Customs Section 4. The Student Tribunal shall have power to establish and enforce College customs. • Investigation—Subpoena Section 5.• The Student Tribunal Shall have power to summon be tore it any student and conduct such investigations as it may deem lust and proper. Punishment Section 6. The Student Tribunal Shall. have power, after a fair trial, to affix such punishiaent as it may deem justifiable upon any student, found guilty of conduct detrimen tal to the College, and may recom mend, . when necessary, -penalties up to and including expulsion from College. Trial Procedure Section 7. The Student Tribunal shall have power to establish its own trial procedure, except that any hearing must be open if the defendant so desires. Appeal Section 8. Any student may ap peal from a decision of the Stu dent Tribunal to the Cabinet, which shall have final jurisdiction over the matter. Minor Judiciary Section 9. The judicial powers relative to women students shall be vested in the Judicial Commit tee, as shall be specified in the con stitution of the Wor,nen'S Student Government Association. ARTICLE IV Semester Officers. Se&ion 1. Each semester shall elect a president and a treasurer at a time specified by the Elections Committee and approved by Cabi net. The freshman semester shall be organized as soon as advisable after a six-week period after their matriculation under the direction of the Elections Committee. Presidential Succession shall succeed to the office of presi dent upon the resignation or dis qualification of the president. Eligibility Section 3. No person shall hold a semester office who is not a reg istered student in that semester and who does not possess an All-Col lege average of "I" or better. Ad ditional qualifications may be es tablished by the Elections Commit tee with the approval of the Cabi net. ARTICLE V School Councils Seciton 1. Each school. shall be permitted to elect its own. School Council in any manner whatsoever,, subject to the approval of the Elec tions .Committee. Powers Section 2. The School Councils shall have power to discuss prob lems pertaining to their own schools and to legislate accord ingly. Eligibility Section 3. No person shall be a member of any School Council who is not a registered student in that school and who does not possess an All-College average of "I" or bet ter. ARTICLE VI Interclass Finance Board Section. 1. The Interclass Fi nance Board shall consist of the eight semester treasurers and the treasurers of WSGA and WB.A. Chairman Section 2. The original semes ter 8 treasurer Shall automatically become •the Interclass _Finance Chairman. Semester 7 treasurer shall succeed him and a new Se mester 8 treasurer elected. Budget Powers • Section 3. The- board • stall, draw up all class budgets subject to the approval of the Cabinet and the College •Comptroller for the Ad-. Ministration. • • --Women's Finances Section 4. The finance ot. Wom en's Student Government Associa tion. and Women's .Recreation. As , - sociation shall be supplied by the women students and 'shalt be sub ject to the general supervision of the Interclass Finance Board. . . ARTICLE VII Section 1. The Interclass Treas urer shall handle .all student claSs Raids and Associated:' Student Ac tivities Funds. Accounts Section 2. The Interclass Treas urer shall keep separate accounts for each class and shall maintain a detailed account and record of all financial transactions involving student finances. Payment of Bills Section 3. The Interclass Treas urer shall pay no bill which 'has not first been approved by the Cab inet.. Expenditures Section• 4. The Interclass Treas urer shall approve all agreements involving expenditure of student funds. Section •5. The accounts and records of the Interclass Treasurer shall be audited or published every two consecutive semesters, the ex pense of which is to be shared equally by the four classes. Section 6. The Interclass Treas urer shall be bonded to the extent of five thousand dollars ($5000) by a qualified surety company. Compensation Section 7. The Interclass Treas urer shall receive a certain re muneration for his work, the amount of which is to be set by the Cabinet and apportioned equal ly among the four classes. ARTICLE VIII Board of Publications Section L The Board, of Publi cations shall consist of the editor and women's editor of The Daily Collegian, editor of Froth, editor and women's editor of LaVie, edi tor of Co-Edition, and editor of Chairman Section 2. The editor of Col legian shall act as chairman of the board. ARTICLE IX Dramatics and Forensics The Board of Dramatics and Forensics shall consist of the men's debate manager, women's debate manager, president of the Glee Club, president of the Blue Band, president of the Thespians. ARTICLE X Self-Organization The organization and 'function ing of all other governmental bodies specified in Article I, Sec tion 2 shall be left to their respec tive members, but no constitution of any of these bodies shalt be , in consistent with the provisions of this Constitution. ARTICLZ XI Right to• Vote The right of any undergraduate student to vote or hold All-College offices - shall not be denied or abridged on accouxit of race, , color, age, sex, or scholastic standing, ex cept as otherwise herein provided. ARTICLE XII Amendment Section 1. This constitution may be amended or revised by- three fourths. vote of the membership QX Cabinet. The Buckeyes lost their head coach, Larry Snyder, to the Navy and are now tutored by Doc Castleman. The Lions hone to do well in the events from the quarter mile up to the two mile affair. The hurdle and sprint events, however, will find the Nittanymen in the role of "dark horses."
