Association, the piesident of Men’s Athletic Association, the piesident of the Penn State Chustian Asso ciation, the chauman of the Boaid of Publications, the chan man of the Board of Dramatics and Foien sics, the chauman of the Inter class Finance Board, the president of Inteifiateinity Council, the president of Pan-Hellenic Council, a repiesentative of the non-fia ternity men and a lepicsentative of the non-fiatermty women Ex-Officio Section 3 The Deans of Men and Women and a representative of the Pennsylvania State College Alum ni Association shall seive as ex officio members of the Cabinet Eligibility Section 4 No person shall be eligible for membership m the Cab inet who is not a registered stu dent of the College and who has not attained an all-Collcgc average of “1” or better Term of Office Section 5 The term of office of each member of the Cabinet shall be one year Veto Power Section 6 All legislation, in or der to become effective, must be passed by a plurality vote of the Cabinet and signed by the All- College President within two weeks theraftei* If the All-College Pies ident should fail to sign the meas uic within two weeks, it shall au tomatically go into effect If the All-College President should veto upon reconsideration of the meas uie and approval of two-thuds of the membeis present Section 7 Fifteen membeis shall constitute a quoroum . Section 8 The Cabinet shall have control over ail student class funds, including the establishment of class dues, the recommendation of student activities fees, the up pioval of specific budgets, the ap proval of expendituies, and the supei vision of the au d 1 1 1 ng of these expendituies Interclass Treasurer Section 0 The Cabinet shall have power to appoint annually, with the approval of the Piesident of the College, an Interclass •Tiea suier, who shall be a competent accountant and a non-student Right of Initiative Section 10 The Cabinet shall have power to consider and act upon such matters as may be brought before it by any member of the faculty, adnrinistiation oi student body, such action to be taken within thirty (JO) days af ter presentation of the mattei Investigation Section 11 The Cabinet' shall have power to summon befoie it any student and conduct such in vestigation as it may deem just and propei 1 Section 12 The Cabinet shall have power to regulate and sup ervise all-College student activit ies, except that any power not specifically delegated to the All- College Cabinet shall be reserved to the governmental organs speci fied undei Article I, Section 2 General Supervision Section 13 The Cabinet shall have power to regulate and super vise all student activities. Elections Section 14 The Cabinet shall have power to regulate all elec tions of the student government organizations Recognition Section 15. The Cabinet shall have power to recognize and grant charters to any undergraduate or ganization, subject to the approval of the College Senate Committee on Student Welfare. The Cabinet also shall have power to recom mend to the Senate Committee on Student Welfare the withdraw ing of charters from exrsitmg un dcrgiaduate organizations aftei due consideiation and investiga tion Section 10 The Cabinet shall •meet at least once m evqiy two weeks, excluding vacations The All-College Piesident shall have power, however, to call special meetings at his discretion All meetings of the Cabinet, except executive sessions, shall be open to the entire student body ARTICLE II Executive Powers Section 1 The executive poweis shall be vested m i;he All-College Piesident Section 2 The All-College Pres ident shall be elected by the en tire student body to a teim of one ycai at a time to be specified by the Elections Committee and ap pioved by the Cabinet Oath—lnauguration Section 3 Before he can exer cise'any of the powers of his of fice, the All-College Piesident shall take the following oath “I do hereby-solemnly swear that I will fanthfully execute the office of All-College President of the Pennsylvania State College Stu dent Government Association, and will, to the best of my ability, seive to promote the welfare of the student body and the College as a whole ” The oath shall be sworn or affirmed to* before the Chair man of Student Tribunal at an all-college inauguration within one month following the election Eligibility Section 4 No person shall be eligible to hold the office of All- College President who is not a registered senior at the College and who has not attained an all- College uveiage of “1” or better Additional qquahficatrons may be specified by the Elections Commit tee with the approval of the Cab inet Chairmanship ' Section 5 The All-College Pres ident shall {serve as chairman of the Cabinet and shall vote only in the case of a tie Appointment Power Section 6. The All-College Pres ident shall have full powei to ap-* point all committees he may deem necessaiy to cairy out the work of the Cabinet, but the number of any committee shall be set by the Cabinet This provison shall in clude the .establishment of an Elections Committee herein men tioned Special Committees Section 7 The All-College Presi dent shall have powei to appoint, by and with the advice and con sent of the Cabinet, any special committees he may deem neces saiy, except committees charged with the administration of purely class functions, the appointment of which shall rest m the hands of the respective class presidents Veto Power Section 8 The All-College Presi dent shall have power to veto any legislation passed by the Cabinet, and the legislation shall not be come effective unless reconsidered by the Cabinet and passed by a two-thirds vote of a quorum Official Representative Section 9 The All-College Presi dent shall be the official represen tative of the student body on any mattei pertaining to the welfare of the student body ■Meetings Section 10 The All-College Pres ident shall have sole power to call special meetings of the Cabinet at any time for any reason whatso ever Parliamentary Powers Section 11 The All-College Pres ident shall*have full parhament aiy powei s over all meetings of the Cabinet Presidential Vacancy Section 12 In the event of the resignation or the disqualification of the All-College President, the All-College Vice-President shall assume the duties of All-College Piesident Temporary Absence Section 13. In the event of the absence of the All-College Presi dent, the All-College Vice-Presi dent shall assume the chairman ship of the Cabinet and all rela tive powers. ' Succession - , Section 14 In the event of the disqualification or resignation of both the All-College President and Vice-Piesident, the Senior Class Piesident shall act as chairman of the Cabinet for the remainder of the year. *. . ARTICLE 111 Judicial Power Section 1. The judicial powers relative to men students shall be vested in the Student Tribunal Student Tribunal Section 2.' The Student Tribunal shall be composed of seven male membeis, appointed by the All-Col lege President by. and with the advice and consent of the Cabinet, six of whom must be seniors and one of whom must be a junior who shall automatically become chair man of Tribunal in his senior year. PENN STATE COLLEGIAN Eligibility Section 3 No person shall be a member of the Student Tribunal w'ho has not attained an all-Col legc aveiage of “1” or better ancf who does not otherwise qualify under Section 2 of this Article Section 4 The Student Tnbu nal shall have power to establish and enforce College customs Investigation, Subpoena Section 5 The Student Tribu nal shall have power to summon befoie it any student and conduct such investigations as it may deem just and proper Punishment Section 6 The Student Tribun nal shall have power,* after a fair trial, to affix such punishment as it may deem justifiable upon any student, found guilty of conduct detrimental to the College, and may recommend, when necessary, penalties up to and including ox pulson from College. Trial Procedure Section 7 The Student Tribu nal shall have powei to establish its owm trial pioceduie, except that any hearing must be open if the defendant so desnes Appeal Section 8 Any student may ap peal from a decision of the Stu dent Tribunal to the Cabinet, which shall have final jurisdiction ovei the mattei Minor Judiciary Section 9 The judicial powers relative to women students shall be vested in the Judicial Commit tee, as shall be specified in the constitution of the Women's Stu dent Government Association. ARTICLE IV Class Officers Section-1. Each class shall elect a piesident, vicc-picsidcnt, secre tary and tieasuiei at a tunc speci fied by the Elections Committee and approved by the Cabinet The Fieshman Class shall be organized as soon as advisable after the op ening of the fust semcstei undei the direction of the Elections Com mittee Presidential > Succession 2. The class vice-presi dent shall succeed to the office ot THEY HAVE THE Right president upon the resignation or disqualification of the president Eligibility Section 3. No peison shall hold a class -office who is not a regis tcied student in that class and who docs not possess an all-Col lege average of “1” or better-Ad ditional qualifications may be es tablished by the Elections Com mittee with the appioval of the Cabinet v ARTICLE V School Councils Section 1 Each school'shall be permitted to elect its own School Council in any matter whatsoever, subject to the approval' of the Elections Committee * Powers Section 2. The School'Councils shall have power to discuss prob lems pertaining to their own schools and legislate accordingly Cabinet Representation Section 3 The chanman of each School Council shall be a member of the All-College Cabinet, but any school which has not organized a Council upon a date to be speci fied by the Elections Committee shall not be given representation in the Cabinet. Eligibility Section 4 No person shall be a member of any School Council who is not a registered student in that School and who does not possess an 'all-Collegc average of “1” or better ARTICLE VI Interclass Finance Board Section 1 The Interclass Fin ance Board shall consist of two members of each class, including the class tteusurcr and one other i epresentative of the opposite sex, to be appointed by the class presi dent, by and with the advice and consent of Women’s Student Gov ernment Association, if the appoin tee,is to he a woman Chairman Section 2 The junior class treasurer shall automatically be come chairman of the Board in his senior year Budget Powers Section 3 The Board shall draw up all class budgets subject to the approval of the Cabinet and the FREI has the rii great aci to give y< College Comptroller for the Ad ministration Women’s Finances ' Section 4 The finance of Wo men's Student Government Asso ciation and Women’s Recreation Association shall be supplied by the women students and shall not be subject" to the general supei vision of the Intel class Finance Board ARTICLE Vlt Interclass Treasurer Section 1 The Interclass Tieas urcr shall handle all student class funds Accounts Section 2 The Intcrdass Treas urer shall keep separate accounts for each class ‘and shall maintain a detailed account and lecord of all financial transactions involving student finances. Payment of Bills Section 3 The Interclass Treas urer shall pay no bill which has not been, first approved by the Cabinet Expenditures Section 4. The Interclass Treas urer shall approve all agreements involving expenditures of student funds Section 5 The accounts and lecords of the Interclass Treas urer shall be audited annually by an expert accountant, the expense of which is to be shaied equally by the four classes. Section 6 The Interclass Treas urer shall be bonded to the extent of five thousand dollais ($5,000) by a qualified surety company Compensation Section 7 The Interclass Ticas urei shall leccive a ceitain remu neration for* his work, the amount of which is to be set by the Cab; met and appoitioned equally among the four classes. - y ARTICLE VIII Board of Publications Section 1 The Board of Publi cations shall consist of the editor and women’s editor of Collegian, editoi of Froth, editor and wo men’s editor of LaVie, and the edi tor of Co-Edition Chairman Section 2 The editor of Colle gian shall act as chairman of the Boaid .. * Audit of Finances Section 3. The Board of Drama tics and Foiensics shall consist of the men’s” debate manager, wom en’s debate managci, president of the' Glee Club, president of the Blue Band, picsidcnt of Players and president of the Thespians Audit of Finances Section 2 The finances of each' organization specified herein shall be subject to the Interclass Budget System ARTICLE X Self-Organization The organization and function ing of all other governmental bod ies specified in Article I, Section 2 shall be left to'their respective members, but no constitution of any of these bodies shall be incon sistent with the provisions of this Constitution ARTICLE XI ' Right to Vote / The right of any undeigraduatc student to vote or hold All-College offices shall not be denied or ab ltdged on account of race, color, age, sex or scholasticjjstanding, ex cept as otherwise herein provided. - ARTICLE XII - Amendment' * Section 1 This Constitution may ' Tuesday, October 3, 1939 be amended or revised by two thirds <vote of the membership of the Cabinet Ratification Section 2 Any proposal for amendment must be placed before the student body at a general elec tion if a petition, requesting such action is signed by at least one hundred' (100) students and pre sented to the Cabinet within two weeks following the announcement of the proposed amendment.
