The actual legislative duties of Student government He with the Stu dent Council, for this body recom mends, creates, maintains, and regu lates' the customs and traditions of the College. It also takes the neces sary. steps to support and carry into effect any policy to sustain the good name of the College, and to promote mutual understanding between the faculty and student body. The primary mission of the Student Board is to act as a coordinating unit between the Student Council and the College administration, meeting once a week with the Dean of Men to dis cuss student problems. The Board makes recommendations to the Coun cil for. the final sanction of that body, and it also has the power to serve as a disciplinary body, making recom mendations directly to the College ad ministration. The Student Tribunal, composed of five members selected by the Student Council, has judicial power’s in meting out punishment to freshmen who late College customs. As reorganized last year, the Tribunal enlists the aid of the campus societies in enforcing freshman customs and punishing of fenders. The women students at Penn State have their own student governing bodies, known as the Senate and the House of Representatives. The Sen ate formulates all rules and regula tions.'gpyerning women students, pe nalizing as it sees fit all offenders of these regulations. The House of Representatives deals with rules of lesser importance gov erning the women’s dormitories, quiet hour, and the signing out for social privileges, and appoints all chairmen of social events. This group has no voice in any of the actions taken by the Senate, merely making sugges tions to the higher governing body. Students at Penn State elect their class officers each spring at a time designated by Student Council, and at present the men and women stu dents have separate elections, select ing a different set of class officers. An Elections Code for the men’s gov ernment before the elections, and an elections committee appointed from Student Council conducts the election. This rule shall be rigidly enforced until Thanksgiving recess. 7. Freshmen shall be permitted to attend authorized church social func tions at the churches, but shall not accompany young women to or from such affairs. The regular freshman attire shall be worn at these times. 8. Freshmen shall not smoke on the campus. The campus shall be desig nated as the area within these bounds: Park Avenue, on the North; College Avenue on the South; North Atherton Street on the West; and East Drive on the East 9. FresTunen shall attend all class meetings, athletic contests, and mass meetings, and shall not leave the same until it.is closed by the proper authorities'or.'a reasonable excuse is offered.' 10. Every; Freshman shall wear during the first month of college a regulation badge upon which his name is legibly printed in black letters not less than one-half inch in height. The badge shall also bear the name of his home town and his curriculum. 11. No members of the other class es may grant immunities to freshmen. The roster at the Cathaum theater begins Monday and Tuesday with "The General Died at Dawn," the movie you’ve heard about and won dered when you were going to sec. The screen play was adapted from the novel by Clifford Odets, whose "Wait ing for Lefty," "Paradise Lost,” and "Awake and Sing" have been the smash hits of the past few seasons. Lewis Milestone, who directed “All Quiet on the Western Front,” is the director of this war drama in the Far East. The plot involves a war-lord whose schemes of conquering China lead to a series of weird experiences in the lives of the principals. With Odets’ deft touch, this is something out of the usual Hollywood war drama. Wednesday to the Cathnum comes the comparatively under-publicized “Girls’ Dormitory,” starring a new comer to the land of fabulous box-of fice receipts, Simone Simon, the French actress, who has recently risen on the Hollywood horizon to shine quietly. Twentieth Century followed the strategic tactic of not building her up, with the result that La Simon got more notoriety than any star since Garbo, of whom nobody knew any thing either. And so with a brilliant debut into America cinema, Simone Simon comes as unannounced as Ha ley's comet. The story is enclosed in the walls of a girls’ school, of which I. Herbert Marshall is the director. The love interest wavers between Marshall and La Simon. Thursday, the Cathaum features “My Man Godfrey,” with William Welcome Class of 1940! Cobb, Slim Summer ville, and Helen Wilkes, plays at the Cathaum Friday of Freshman Week. Irvin S. Cobb plays the part of the tough old bird whom youngster Jane Withers softens in an entertaining se ries of events which constitute the plot.
