It is rightly charactmlzed by the Board of Trustees a. "a noire modern plop:lam of tdaimng cm national defense" The new plan fulfills the obliga tions of the College, and movoles at the same time a medium of escape from what many consolmed futile and tedious Mills. Aside from the fact that it is the final solution to a sexing problem, and one which puts Penn State again in thu Yanguard of a new movement, this settlement of the R. 0. T. C. question is one mote indication that the Board of Trustees is wholly willing to cooperate with students and faculty of the College in obtaining im yrovements and refoi ms. Its action has been cautious, but steady. This year, a note of College students cli maxed a long complaint against existing conditions. The faculty likewise investigated, and through this com mittee as well as in the columns of the COLLEGIAN a tan s❑mdm to the one adopted was proposed. The Board acted in accord with tm. popular belief, and did so with a sure knowledge of all contingencies This fact might he taken as one mote proof that hasty and unqualified action under the yoke evil) accom plish little. They aie still bustling about with their uncompromising schemes, while the passage of a plan which consider, eieiy need involved is already an actuality. A %VISE DECISION The decision of College officials to oversee mole closely the at rangements in the future tot class social functions is a wise one. This action was not spon taneous, but was the result of a cat eful survey of dances ono. the last several years. The unsatisfactory checking arrangement at Senior Ball, it might be said, was cer tainly a contributing factor toward this College action. Theno has been no attempt to take the actual selection of orchestras away ham class dance commit tees, but every effort will be made to scale entertain ment in the future on a basis of "the best possible orch estra for the available money " The advisability of plac ing the actual booking of orchestras in the hands of those v.lto have had lung bu.iness expet lace is obvious Book ing coneerns,,with the knowledge of just how much the rserage dance committee is alloncil fm a band, ale often irelined to set their rages :mem tingly This impottant change in handling class dances should take eat° of a lot of etitimsm so apparent in the past. Deficits in class ti enmities will be less frequent. Wo believe that the as crags student will be heartily in favor of this College action. PROTECTION VS. Why not, therefore, make the hest of existing conditions and practice a type of proctoring that would benefit the situation rather than rncom age et ibbing, A group of henlovi, ;mums to see some change in the present condition, suggested the very plausible idea of the proctor announcing hofoiehand that his pui puce was to protect those students who wanted to do their own work ratite' than policing to catch sonic dis honest individual. The latter attitude quite fiequently leads some students to attempt cheating moiety with the idea of "getting away with something," and then long ging about it later. Such an attitude would no doubt be welcomed by those students intent on doing their own woik in 41 Pnal, and the unwholesome influOnce cleated by a police man in plain clothes would be removed from dishonest students.
