State appro. mations to the College were increased for the biennium 1919-1921, but thee were far from compensating A 33 per cent increase to stu dent enrollment since 1918 has only operated to continue the strait. mied conditions and to impose an evtra load on the teaching staff "The appropriation proposed for the biennium 1925-1027 is 5G,323,220 which compares with the last appropriation as follows General Maintenance, all functions e cept special items below ____ $1,613,600 $3,360,932 Agricultural Research including to. bane° e•periments _ Agricultural Euension Total Alanntenance New Buildings Grand Total It will be noted from the above figures that Penn State is ask ing for an increase of only $4,154,020 This is a most conservative increase when it becomes known that under a summary of gross budgets the total expenditures for the biennium of 1025-1027 have been estimated at $8,762,332. The report of the commtetee further states that, "the budget pro. Posed for 1925-1927 contemplates no new educational departures. The increases requested are designated,-1 To establish an adequate support for those factors which have been seriously under-financed during the post eight years, 2. To provide for the normal develop ment of those projects in which the economic demand for the services of the College is urgently and continuously pressing" Under the sub-title of Plant Maintenance the following facts are outstanding and show vividly the urgent need of increased State ap propriations "Roof repairs and painting arc the mast pressing items Not a .tingle building cn the campus has been completely painted on the ex terior in at least seven years,—painting every three or four years is the economic practice "On the main campus there are three miles of main,roadway with rn additional four miles through the farm property Nrne of this has ever been put into durable type of construction .. A complete new system of hard surfaced roadways is the solution and the necessity. "Chemistry is basic to practically all courses in the College. The limit of capacity has been reached.
