The following are the proposed urcend ixjents to the National Constitution. They were opposed by the Democratic party in Congress, and are opposed by Clymcr and the Democracy now. They were passed by the Union Republicans in Congress, and are supported by the irienla of Gen. 'Jcary in the present campaign. These nmendmcnts constitute the plat form of the Union Republican party: ' Resolved by the Senate and House of Rrp retentatices of the United States of America, in Congress assembled, two-thirds of both Houses concurring. That the following ar ticle be proposed to the Legislatures of the several States as an amendment to the Con stitution of the United (State?, which, when ratified by three-fourths of the said Legisla tures, shall be valid as a part of the Consti tution, namely: ' Article , Section I. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, arc citizens of the United States, and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privilege, or im munities of citizens of the United States. Nor shall any State deprive any person of life, liberty, or property without due process of law, nor deny to any person within its jurisdis'.ion the equal protection of the laws. ''Section 2. Representatives shall be appor tioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed ; bit whenever the right to vote at any election for electors of Presi dent and Vice President, or for United States Representatives in Congress, executive .and judicial officers, or the members of the Legis lature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, aud citizens of the United States, or in any way abridged, except for participation in rebellion or other crime, the I'asis of representation therein shall be re duced in the proportion which the number of such male citizens shall bear to the whole number of male citizetis twenty-one years of ago in that State. 11 Section 3. No person shall be a Senator or Representative iu Congress, elector of President and Vice-President, or hold any oflice, civil, or .military, under the U. S., or under any Stntc, who, having previously t:ken an oath as a member of Congress, or as nn officer of the United Spates, or as a mem ber of any State Legislature, or as an execu tive or judicial officer of any State, to sup port the Constitution of the United States, shall have engaged in insurrection or rebel lion against the same, or given aid or com fort to lhc enemies thereof; but Congress may, by a vote of two-thirds of etch House, . remove such disability'. The- validity, of the public debt of the United States-autl orized by law, in cluding debt3 incurred for the payment of pensions and bounties for service in suppres sing inmrrcction or rebellion, shall not be questioned, but neither the United States nor any Slate shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim forthu loss or emancipation of any slave, but all such debts, obligations, and' claims thall be held illegal and void."
