I recognize your riht, whether as a vo'er
in my district, or a journalist, to ascertain
the views of any candidate offered for
your mpport ; and fortunately for me, I
am able, without any hesitation, to make
you a Jrank and candid reply.
I need not tell you that if elected and
pdmitrrd to a stat in Congress, I hou!d
be required to take an oath to "support
the Constitution of the United Statrs."
In that instrument T find that, "the Sen
ate of the United States shall he composed
of two Senators from each S'ate," and
that "Representatives and direct taxes
nhall b apportioned among the several
States which may be included within this
U'.ion, according to their respective num
bers," fcc. I believe with the late Presi
dent Lincoln and his Cabinet with the
Cuupcre-s which inaugurated the war to
put doTvn the rebellion and prevent
st cosii n ; with the ftatcsmen in the
f.rutn and t!.e so'dier? in the Geld ; that
t; State can secede from the Union. All
the acta of the Government, in all its
departments, were based upon the duty
vi preserving the "Union of the States."
F'-r this we labored for this we incurred
i.ur 'iiorn'ous debt for thia we gave the
Jives of o'tr brethren.
That the Union teat preserved is rot
now a nutter tf argument it is history.
Every Southern JState is now moviuir on

you refer. And while, under that other
clause f the Constitution, which makes

by Conrei-s, I woujd make the disqualifi
