In that instrument T find that, "the Sen ate of the United States shall he composed of two Senators from each S'ate," and that "Representatives and direct taxes nhall b apportioned among the several States which may be included within this U'.ion, according to their respective num bers," fcc. All the acta of the Government, in all its departments, were based upon the duty vi preserving the "Union of the States."
