A tale is told of a doctor, in Eng land, who, not very conversant with choW era, was called in to prescribe for a cob bler wLo believed himself suffering from the epidemic. He told him to take the usual medicines, and called next day, when he was informed our cobbler was cured; indeed, bo well was he, he had gone to work. "Indeed,' he replied, "that is well; you sec my prescription has answered ad mirably' "It wasn't your prescription that cured him," said the wife. "It was something else." "Indeed, I What was it then ?" "Impatient and hungry, he called for his supper a salad of beans and potatoes, along with a red herring." "Dear, dear I" exclaimed our doctor, and believing he had discovered a secret which nature by chance had revealed, he drew out his pocket-book and wrote the following as a cure for cholera: " Cholera Prescription- Reans, cold potatoes, and red herring; to be taken im mediately." But a few days elapsed and our good doctor was called to attend a mason, also eeized with cholera, to whom he at once pave the famous prescription. Alas ! on , the morrow, on calling, he learned, to his astonishment, that a quarter of an hour after having eaten the salad, the poor man died. "Dear, dear!'' murmured the doctor; and again pulling out his pocket-book, he wrote the following memorandum, adding it to the prescription : f'N. R. An excellent remedy for cob blers, but useless for masons." How Mr. Lincoln Signed iiie Proc lamation. The Rochester Eaprcss re lates the following a3 the circumstances attending Mr. Lincoln's signature to the Emancipation Proclamation, and says it has ot before been published. The large roll containing that document was taken to Mr. Lincoln at noon on the first day of January, 1863, by Secretary Seward and his son Frederick. As it lay unrolled be fore him, Mr. Lincoln took a pen, dipped it in ink, moved his hand to the place for the siguature, held it lor a moment, and then removed his hand and dropped the pen. After a little hesitation "he again took up the pen and went through the eame movement as before. Mr. Lincoln then turned to Mr. Seward and said : "I have been shaking hands since nine o' clock this morning, and my right arm is almost paralyzed. If my name ever goes into history, it will be for this act, and my whole 6oul is in it. If my hand trembles when I sign the proclamation, all who ex amine the document hereafter will say, 'he hesitated.' " He then turned to the table, took up the pen again, and slowly, firmly, wrote that "Abraham Lincoln" with which the whole world is now familiar. lie looked up, smiled, and said: "That will do." That proclamation asserted that the "Executive Government of the Unit ed States, including the -military and na val authorities thereof, will recognize and maintain the freedom of such persons."
