Archbishop Alcmany was read in all the churches some Sundays ago. -':lt was addressed to the several pastors: "For the last eighteen huudred years, Catholic? have theoretically and practi cally maintained that the precept, 'Honor j thy father and thy.mother,' obliges .them to be respectfully tubmissive to authority, both civil and ecclesiastical. ; "This iornis part of their religion to such a degree that no Catholic conscience, ;at variance with it, can beat rest, or hope for salvation. - "So tirmly does the Catholic adhere to authoritv, that the great doctor of the Church,St. Augustin, would not yield his belief even to the Holy Scripture, unlet this were taught him by authority of the Church. ' "In a similar manner, rcfpeetful obedi ence to their Government is enjoined on all Catholics throughout the world, in the catechism of children, iu books of devo tion, iu all theological works, and in all the Canons and Papal Constitutions from St. Peter to Pius IX; and the same will be done till time shall ba no more, because God says, 'Let every soul be subject to higher powers' Roa. 13, 1. This is well known to all Catholics, and, with rare exceptions, practised by them every where, and at all tioie3. Put as it may occasionally happen that some Catholics, as well as others, may in troubled times bo misguided, and made to participate in unwarranted agitations, I have therefore deemed it proper to request of you to warn your flock against puch deceits and com motions, and to instruct them to continuo to join, with their reverential submission to civil authority, their calm, quiet, peace able and independent conduct.
