It is now quite certain, that some of the rebel States are crarlv rer.dy to give up their rebellion and come Lack into the un ion. As the rebellion is nearly played out, others will soon follow as a matter of course. It becomes a very important question, upon what terra. can they be received back ? It is a matter of grave controversy, anions statesmen and politi cians, as to what is their real status now, are thoy States or are they not? are they in the union or out cf it? Without undertaking to give an opinion upon cither of these questions, definitely, we will venture a few suggestions. It will be remembered that South Carolina, and the other States which followed her, undertook by Stole action to vote them selves otit of the union ; in other words they passed ordinances, declaring the connection bet 117 ecu themselves and the perioral government forever served. Did this action on the part of the&e States re lease them from their corporate obligations to the general government ? We say no. To admit it would be to admit the legality cf the alleged doctrine of secession. Wc hold this government is not a league or compact between Stales, to be continued or not, just according to the pleasure of the States, but it is a government of tlcc people, which can only be changed by revolution. The Rebel States, wb they have for the time being destroyed their state governments, have not by any action of thclra voted the people of the States out of the union. They owe allegiance to the federal government just as much as they did before the ordinan'clt of secession were passed. It is upon this ground that the general government is prosecuting this war to compel them to submit to its ! three thousand men could, without uppo constitutionaT authority. If this theorv sition, march into the city, lie overheard is correct, then it follows that the people be officers eby among themselves that of the rebel States are still inside of the ! ... ... .1 federal union. It is sound law, that trai tor in arms June no rights, cxajtl the. right to le hung for tlteir treason. They bavo no right to claim mere. Applying this principle to the rebels, where are they ? If they desire to come back into the union, have they any right to demand that slavery shall still be recognized as a State institution by the federal govern ment ? The only persons to be consulted in the case of North Carolina,. or any other State which desires to come back iutothc union, ere the loyal men and women of such Stale. They have a right to be heard. The old State governments, in the rebel States, have been destroyed so far as they have any relations to the federal govern ment, for every one of them profess allegiance to tho confederacy, and repudi ate the old government, tho old union, and the old flag. The only state govern ments now recognized in rebeldom by the federal government are the provisional military governments established by fed eral authority, such as that in Tennessee under Andrew Jounson and that in Louisiana under Gen. Siiepley. These arc established as matters of military necessity to give protection to the loyal people living in tho rebel States. These provisional governments directly recognize the fact that the public domain of the rebel States belongs to the, federal union eo far as relates to the questiou ofsovereigu authority. Following out these premises, tho ebel States can only come back into the federal union through the agency of the loyal people of these States. And iu connection with this it should be ob served that the rebellion has of itself created certain restrictions upon the lights of the rebel states, as formerly recognized, to- that it is utterly imposible for the "un ion as it 'was" to be restored.. The eman cipation proclamation of the President abolished slavery in all the rebel States. The relation efnV-ter ud lave no longer exist -upon a single foot of territory over J which the proclamation extended. Sla very being dead, it can never be revived by any act of the general government, for it has never been held by any party that Congress has any right under the constin tutiorrto establish slavery. The abolition of slavery in tho seceded States is an act growing out cf the rebellion. The rebels by taking up arms against the government have forfeited their slave property. It logically follows that the general govern ment, whenever the rebel States express a desire to come back into the union, has a right to signify upon what terms and conditions such request can be granted. Would it be just to the people of the loy al States, to allow or permit the rebels to. bring back with them into the union, slavery, the great cause of tlis. rebellion. Is it sound policy to bring to life the monster that has filled the land with mourning, that has slain our young men by thousands and loaL'd down the nation with taxation to an extent hitherto unparalleled and un known ? Do we desire to galvanize into life the viper that has been for years gnawing out the vitals of the republic ? We answer no, ne7er. Let us have hereafter a rca government, free from the contaminating influences of the viiSst institution that ever disgraced God's fair heritage. lias not this wicked rebellion cust us enough, without reviving its cause .and transmitting it to our posterity ? Another express condition should be, the eternal disfranchisement of all the leaders in the rebellion, from evci after holding any cflice whatever under the State or federal governments. The national Con gress must never hereafter be di.-graced by Jeff. Davis's, Wigfalls, Masons, Slipells or Riietts. Alter what wc have suCcrcd as a nation and a people from this rebellion, it is useless to make peace except upon a permanent, enduring basis. -It is no part of wisdom to entail upon posterity, the perils through which we are passing. Let us leave to our children a free government. Ry reference to our advertising columns, it will be noticed that Mr James Carroll, of Loretto borough, has come out as an independent candidate for the As sembly. Mr. C. is a gentleman 'possessed of a high older of talent, is perfectly loyal and thorough going, having served a long tcTm in the army, and would make a good legislator. We wish him a reasonable amount of success. Tlie Scare In Richmond. The citizen militia were ordered out Soldiers from the armies of the Gulf or Southwest found in the city on furlough ; citizen?, including all arti sans, mechanics, merchants, lawyers, doc tors and divines, the old and halt not ex cepted j foreigners, with French and British "protection papers" in their pock ets ; tho convalescents of the various hospitals, and the vagabonds confuted, and weaving the ball and chain for divers offences, in Castle Thuuuer, were all forced into the ranks, to meet the approaching foe. Scores of cyprians douned male attire, and, eager for the fray, placed themselves shoulder to shoulder with the heroes. The few who understand that the provisions of the conscription act place drafted men on terms of equality with volunteers, giving them the same Government bounty the same title to pension, the same nay, the same everytinng. hen the statement has been made heretofore, many have discredited it; and to end all question upon the subject, we quote from the act itself: Sec. 2. And he it fa ther enacted, That all persons thus enrolled shall be subject for two years after the first day of July succeeding the enrollment, to be called into the military service of the United States, and to continue in-service durin the present rebellion, not however, exceed ing the term of three y?ars : and when called into scrvico "shall be placed on th same footing iu all respects, as voluutecrs," for three years or during thewr, "inclu- umg auvaucc pay and bounty as now pro vided by law."
