When live States shall have ratified the Constitution, it shall be established for said States, and until ratified, the Provis ional Constitution is to continue in force for a period not extending beyond one year. Lin coln : 'One of the representatives of this State in Congress reports an interesting and rather fanny incident of the inauguration, which, not having seen in print, we i-e-cord. On approaching the platform where lie was to take his oath and be inducted into the office of Chief Executive, Mr. Lincoln removed his hat and held it in his hand as he took the seat assigned him. The article seemed to be a burden. He changed it awkwardly from one to another easy position, and at length deposited it upon the platform beside him. Senators and Judges crowded in, and to make room lor them he removed nearer the front of the stage, carrying his tile with him. Again it was dandled uneasily, and as Senator Raker approached to introduce him to the audience, he made a motion as if to replace the tile on tiie stage under the seat, when Douglas, who had been 1 Hiking on quietly, and apparently with some apprehension of a catastrophe to .he hat, said, 'Permit me, sir,' and gallantly took the vexatious article and held it du- i 'ring the entire reading of the Inaugural!
