The State Lunatic Asylum. The anuual report of this institution has been issued. At the date of the last report, there were two hundred and fifty-four pa tients in the institution, since which two hundred and eleven have been admitted, and one hundred and ninety-one have uee.i discharged, or died, leaving two hundred and seventy-four under care at the close of the year. The total number of patients in the hospital during the year, was lour hundred and sixty-live. The highest number at any buc time was two hundred and fifty ; and the average number under treatment, during the whole period, was two hundred and seventy-three. The number of males in the hospital daring the year was two hundred and sixty-three and the number of females was two hun dred and two. The highest number of males at any one time was one hundred and fifty seven, and the highest number of females was one hundred and thirl y-one. At the beginniug of the year, there were -one hundred and thirty-two males, and one huudrcd and twenty-three females. The number of males admitted during the year was one hundred and thirty-uric, and the number of females eighty. Since the hospital was opened in 1811, three thous and five hundred and seventy-one persons have been admitted ; of these two hundred and seventy-four still remain. Among them, were one thousand eight hundred and ninety-six males, and of these the largest number of any profession were farmers two hundred and seventy-eight. There were one hundred and seventy-three merchants, one hundred and forty-two clerks, sixty-six students, twenty-three clergymen, thiry-cight physic"aus, st.ttv nine carpenters, one hundrtd and forty-six laborers, i'our police oliicers, twenty-five blacksmiths, one author, seventeen artists, thirty-five tailors, fifty-six shoemakets, and two huudrcd aud forty-four of no occupation. The War Haft. This machine, now building at Charleston harbor, is said to have sides of iron and palmetto logs, and on the iusides jf these is to be placed a layer of cotton bales, thus making a solid wall of from five to six feet in fhiekcess. on the attacking side, while on the other side and ends it will not be any stronger than is necessary to resist the cSI'ccl of the concussion in the firing of the guns. It will be partly filled with water, which it is supposed, will destroy the effect of the bombs which fall into it ; consequently theic is a large opeuing left iu the deck. They will be mounted all on one side, it being the only one that is protected, the other side and cads hav ing ouly a railing around them. In regard to its efficacy, opinions duTer, but among the soldiers it has the opprobious epithet of "Slaughter Pen," and each compauy arc fearful that they shall be called upon to man it. From the material of which it is built, it must be extremely combusti ble, and heated shot will be very apt to set it on fire. Again, it will have to be moored and kept in exact position, for if it swings round, or its moorings are cut, as they might be by chain shot, it would be completely at tho mercy of the fort, which might easily sweep the exposed deck by grape or canister shot. , . .
