synopsis of the bill reported to the Senate by Mr.
Spackman, from the rommitle on Dinks.
Sic. 1. All provision for the forfeiture of char
ters, In casei of suspension, repealed.
2. Laws prohibiting the issue of small note,
repealed for five years.
