There is certainly a no small proportion of the
Southern
_peoplo (despite the lying declarations of
their journals, as we had good occasion to learn,)
that not mil) favors the progress of our arms, but
that daily prays that this exterminating war may
very soon be brought to a finality by our complete_
and perfect success. , They have had too much of
despotisms, nut enbugh of the triumph promised
them. Many intelligent Southern gentlemen do,
indeed, express strong hopes of theifultimate in
dependence, but such hope is not shared bye the
masses. Disappointed from the first in not having
been acknowledged by foreign peivera—more bit
terly disappointed in their general expectations that
Nothern cowardice or dissension would' secure
their ends, but a single chance remains, and that
is in the result' of our next election for President.
If a Democrat success to str. Lincoln, they pro
fess to feel sure of negotiations and their-Qonfed
eracy. They believe a Democrat will be elec4ed.
In Mr. Lincon's re-election they, see only subju
gafion, annihilation; for the war linnet then con-
tinue, and continuance is their failure and ruin.
In militarti affairs it is an excellent
,rule never
to do what the enemy desires; is it not equally
tire in politics ? Certain it is that the only re
maining hope of the South lies in Mr. Lincoln's
defeat. ,
Now I am not enough of a politician to know
whether the election of a Democrat can result as
favorably to the South as it anticipates. The wish
alone may be the parent of their belief. But 'as
sured all who expressed that belief, that the North
as amass, is as united as the South—that noDem
ocrat could be elected on a peace platform-- . Land
that any President who could inaugurate any mea•`
sure leading to peace - ou the basis of Southern in
dependence, would be promptly bung, by loyal ac-
clamation, to the lamp-posts in front of his own
PreSidential 'mansion.
However that may be, if we are but true to
ourselves, there can he but one result. Whafwe
now need is men, °My men. Not substitutes or
hirelings who go forth for any- motive but the
Country's good, and produce but little effect tie- -
yond depreciating our armies—but MEN, such as
really constitute the State, and boast of being
freemen and the suns of freemen
:If these fail to support their country's cause in
her hotit.of peril, they are unworthy of continuing
freemen, and sbu uld blush ever tie exercise a free
man's privileges.

meet on nearly equal terms, where we mightwell

treasure; of a prolonged war, can hardly be fore
seen—the economy is infinite of such an effort as

will fight as long as the struggle is equal, it will

and war, forever; The Pacific, the Western, the
Eastern States, would at once,thll assituder. The

But no faint-hearted or ,short-sighted yolicy can
s 4 aside the eternal decree of the Almighty, who
has phuited no lines of division- between the At
lantic and the Western deserts, between the Great
Lakei and the Gulf o Mexico, that' signify his
will that they should be separated ; and uuless so
separated, peace is a delustdn, and its advocacy a
treason against , the wisest and holiest interests of
our country.

due. To each note aro affixed five "coupons," or
interest tickets; due at the expiration of each suc
cessive half-year. The holder of a note has simply
to cut off one of these coupons,_ present it at - the
nearest bank or Government Agency, and receive
his interest; the note itself need not be presented
at all. Or a coupon. thus payablewilteverywhere
be eqttivalent,,when due, to money. - •
Thus, while this loan presents great advantages
to large capitalists, it offers special inducements
to those , who-wish to make a safe 'and profitable
investment of small saving. It is in every way
the best Savings' Bank; for every institution of
this kind must somehow invest its deposits profit
ably in order to pay interest and expenses. , AThey
will invest largely in this loan, as the best invest
ment. But from the gross interest- which they ,
I receive they must deduct largelY for thitipenses
of the Bank. Their usual rate of interest allow

benefit of their children, there is nothing which
presents so many advantages as this- National ,
Loan. •
It is convertible into a six per cent. gold bear
in g bond. At the expiration of - three years a
holder of the notes of the 7-30. moan has the option
of accepting . payment in full or of funding his
notes in a six per co t. gold interest bond,lhe
principal payable. in- sot less than five nor more
than twenty years from its date as the Govern
ment may elect. For six monthspast, these bonds
have ranged at arraveragepremitun of about eight
per cent. in the-diew York market, and have sold
at 109 today (Aug. 12th), thus,making the real
- rate of idterest over ten per cen.; and besides, to
make the inducements even greater, Congress by
special act exempts its Treasury notes .from state

—Gen. R. C. Schenck kis been renominated
for Congress in the Third District of Ohio.
—The Democrats of Adams county have re
nominated James H. Marshall for Assembly, and
instructed for Gen. Coffroth for Congress
—The Union ticket of Cumberland is James
Kelso for Assembly and E. P. Zinn for Sheriff.
Mr. Kelso is a citizen ofShippensburg, and a most
worthy and competent gentleman for. he position.
—The Chicago Times ostentatiously proclaims
that the Democrats will' this Fall have a fair
election or a free fight. The Tribune asks wheth
er they propose now, as in 1860, tolave the.elec
tion first and commence the freee fight direcily
afterward.
—When the Republican National ConVention
in ]B6O nominated Candidates for President and
Vice-President' who both resided in the Free
States, a IThu:l - eat outcry was raised by their op
ponents us though such action were in flagrant
defiance of the Constitution. Now, the Demo
crats, holding their Convention at Chicago,- have
done that same thing, but we hope no one will
complain of it. - If any one thinks there is any
harm in such a choice, let Pendleton, because of
his principles, be located in South Carolina and
so make all straight.
- —George H. Pendleton, the Democratic can
didate.for Viee-President, is a gentlemanof de
cided ability, liberal acquirement, and unstained
private reputation. But he is an anti-war Cop.
perhead of the intensest shade, and his votes in
Congress have rarely differed from those of Val
landigham and Ben. Harris. Pendleton was first
chosen to Congress =in 1856, and has been thrice
reeleetedfrom the Ist (Cincinnati) District. Be
differs in location, (but not in principle.) from
Jeffers& Davis, Robert E. Lee, and John Mor
gan:
—Pour -years ago, and up to the outbreak of
the war, McClellan, as well as Pendleton,. - was a
resident of Cincinnati, end that city is still his legal
residence, according to. the axiom of Our State
Constitution that no one gains or loses a residence
by reason of,..serving the country in her armies.
We do not know whether McClellan is now bille
ted on New-York, New Jersey or some Other
State; nor is it, at all material. The President
and Vice-President must not be residents of the
same State ; but there is no rule which forbids a
dozen defeated candidates being in the same bongo
if they choose. •

we learn, to SOUle misundersta tiding. The follow
