LETTER FROM GEN. REYMOTR. Brig. Gen. T. Seymour,,who has heed a prisoner in the hands of the rebels for nearly fourinonths, and Ivhose.familiarity with the South before the war enables him to judge correctly of thC cora , . tion of the rebels, has written the following point ed andiiatriotic letter: . _ . Wit.i.t.t3isrowxfm,iFs.k, A0g43.4 15.1504. MY DEAR ; You ask for my impressions of the Present- -- eonditiori of the Southern Coded erac)—and you shall have them. For the bene fit of our eause,-1 wish they might be impressed upon\ every soul in the land ; that the confidence, begotten of my three months observation in the interior of the South, might IM shared by every man i‘ho has the least connection ith tieres ponsibilities of thus struggle, And, I am sure that these opinions are not peculthr to myself. Every one of the fifty officjks jnst, exchanged will ex press tfirk same, every one of our men, whether from Clue. jails of Charleston or the pens of Mardn and Andersonville, will confidently telt the same store. The Rebel emu. , iN fa.st failing from exhaustion. Their two grand annies have been reinforeed this summer from the last 'resources of the South.— From every corner of the laud every old ruin and every boy capable of bearing a rifle has been tin proceed, willingly or unwillingly; mid hurried to the front. Lee's army WIN the first so strengthened, it was at the expense of nond'l3. Gov. Brown told the truth with a plainaCfs that was very bit ter, but it was none tie; le,is the truth. Let nie extract a few prominent ftatemeittg from hit proc. tam:aim' of .lily' 9th, addretfed to the Refereed of Georgia : "A hate corrt•spondettee with the President of th 4 Con federate States .4011, toy mind that Georgia is to be loft alt her own resources to supply the reenthreements to (len. Tia must indeed have been desperate Weak nem: when Georgia, and the Southern cause with it, Were - so neglected, that. Lee's army might he made 9=l to the task of holding Grant to the Potomac or the James, and the phople ofthe South' are intelligent enough to understand and ,to ap preciate the fact—and they hive lost heart ac cordingly. T,he following is from aletter written by one Rebel to another, that accidentally fell VOL. 1 710-WHOLE o.' 3,671. into the haiidg of one of my fallow-prisoners, and for the authenticity of tchich I vouch: "Very feW persons are priptu - ing to obey the call of the Bos ernor. His summons nil' meet with no response here. The people are soul-sick and heartily tired of this hateful, hopeless strife. They would end it if they could, bur bur would-be rulers will take ffilted care that no oppor unity be given to the people to vote against it. ' By lies, by fraud, and by chicanery this revolution wan inaugurated. ,by for e, by tyranny and the suppression of truth it 14 Sri:4lollPd if is nearly time that it should end,• and of thew deplaton et mast end before long. We have bad enough of want and of woe, enough of cruelty and car nage, enough of crippics corpses. There es an abund ance of bereaved parents. weeping widowk and orphaned children Is the land—if we can. let as not increase the number. ;Ille men, who to aggrandize themselves, or to grttify their own political ambituen, bruieghtthiscruel war upon a peneeful nod prosperous (mangy', will have to ren der a fearful account of their misdeeds to a wronged, rob b•d and outrage?, People. Earth kas no punishment suffi eiently great for4lteir rillaiui latie. and hell will lewdly be hot enough to scathe them hereafter." There is certainly a no small proportion of the Southern _peoplo (despite the lying declarations of their journals, as we had good occasion to learn,) that not mil) favors the progress of our arms, but that daily prays that this exterminating war may very soon be brought to a finality by our complete_ and perfect success. , They have had too much of despotisms, nut enbugh of the triumph promised them. Many intelligent Southern gentlemen do, indeed, express strong hopes of theifultimate in dependence, but such hope is not shared bye the masses. Disappointed from the first in not having been acknowledged by foreign peivera—more bit terly disappointed in their general expectations that Nothern cowardice or dissension would' secure their ends, but a single chance remains, and that is in the result' of our next election for President. If a Democrat success to str. Lincoln, they pro fess to feel sure of negotiations and their-Qonfed eracy. They believe a Democrat will be elec4ed. In Mr. Lincon's re-election they, see only subju gafion, annihilation; for the war linnet then con- tinue, and continuance is their failure and ruin. In militarti affairs it is an excellent ,rule never to do what the enemy desires; is it not equally tire in politics ? Certain it is that the only re maining hope of the South lies in Mr. Lincoln's defeat. , Now I am not enough of a politician to know whether the election of a Democrat can result as favorably to the South as it anticipates. The wish alone may be the parent of their belief. But 'as sured all who expressed that belief, that the North as amass, is as united as the South—that noDem ocrat could be elected on a peace platform-- . Land that any President who could inaugurate any mea•` sure leading to peace - ou the basis of Southern in dependence, would be promptly bung, by loyal ac- clamation, to the lamp-posts in front of his own PreSidential 'mansion. However that may be, if we are but true to ourselves, there can he but one result. Whafwe now need is men, °My men. Not substitutes or hirelings who go forth for any- motive but the Country's good, and produce but little effect tie- - yond depreciating our armies—but MEN, such as really constitute the State, and boast of being freemen and the suns of freemen :If these fail to support their country's cause in her hotit.of peril, they are unworthy of continuing freemen, and sbu uld blush ever tie exercise a free man's privileges. But if bounties must be paid, let it be in•Son them land- 7 not, in Northern gold; and armies of emigrants Whose_sons may aspire to even the rule .of the Nation, will cross the seas, to Will the broad acres that disl4alty has forfeited to the State. -To every intelligent soldier !who has fought through all these indecisive campaigns on almost numberless indecisiVe fields, the question constant ly arises with touching force, why we do not over whelm our enemies? Tens of thousands of lives are lost because our array of strength is 80 disproportionately less than that against which we battle. Everywhere we meet on nearly equal terms, where we mightwell haN e four to one. The cost to ,us in blood and treasure; of a prolonged war, can hardly be fore seen—the economy is infinite of such an effort as the glorious Mirth should put forth. The South will fight as long as the struggle is equal, it will submit to Such preponderance as we should show on every field. - - - it Sherman had but 50 or 75,000 more men, the South Would be lost, because Hood wouldiw anni hilated. If Meade hid moved in Him Spring with reserves of 75 to 100,000 men, Lee•would hate been hopelessly crushed. Even' at this moment, a third column of 40 to 50,000 men rightly moved, would give unopposed blows to the Confederacy, limn which she Could never rise. , • What folly then to struggle on in this way, when we can send to the field five times the force already thrre, What, weakness to think we canner eon- Behind the James only boys and pier the ',South old men are to be seen,, while here men buy and Belt ns i 4 the olden days of quiet, and regiments of ablebodbal citizens crowd the streets of our There is but one course consistent kith -Northern safldy or honor. Let the people awake' ton sense of theirAgnity and strength, and a few months of comparatively trifling exertion, of such effort as alone is worthy of the great North—and the re- bellion, will crumble before us, Fill 'thiS draft willingly and promptly with good and true men. Send a few spare thousands oter rather than under the call,; and the summer sun of 1865 Will shine upon a regenerated laud. There are some w, ho speak of peace! Of all Yankees the Southion most scorns those who do nut fight. but are glad 'enough to employ them, as they do their slaves, to do their dirty work. Peace fin . the South will bq, sweet indeed—for us, ex cept through Southern subjugation, but anarchy and war, forever; The Pacific, the Western, the Eastern States, would at once, thll assituder. The South would be dominant, and the people Of the North vOuld deserve to be driven afield, under negro overseers, to line corn and cotton foriSouth ern masters. , But no faint-hearted or ,short-sighted yolicy can s 4 aside the eternal decree of the Almighty, who has phuited no lines of division- between the At lantic and the Western deserts, between the Great Lakei and the Gulf o Mexico, that' signify his will that they should be separated ; and uuless so separated, peace is a delustdn, and its advocacy a treason against , the wisest and holiest interests of our country. It has been with a trust that renewed hope and vigor might be given, where vigor and hope are needful; that I have written, and you have my consent' to using this as you please; And I am, very truly yours, T. SEYMOUR, Brig. Gen. U. S. Vols. . DonGE, Jr., Esq., New York. ." THE 7-30'N-WHAT' ARE TiIEY? The notes upon which this loan is asked are front $5O upward. Everyi wan who has fill) dollars can take part in this Mail. Apart Ilum patriotism and the duty which all owe to their country, go hivestmeat is so desirable as this. - it is Ktwore. Every dollar of et ery man's pro piTty k pledged for the punctual payment of the interest, and orthe debt when due. The security is increasing in value. For some years before the ar Vie were oarniug 1000 millions a year more than we bpedt, During the three years of the ar, owing to the high prices and conStant de - Maud fir labor, we have earned more than ever before. No man who could or would work has been idle; and, except for the war, we hart. spent less than before. The total valuation of the prop erty of the tutted States, according th the census of 1z72t10, was $16,159,000,000, of which $10,057, 4-H,950 wax in the Loyal States. This valuation, according to the, usualntle of assessment, was not more than two-thirds of the actual cash value of the propertyt The increase of property in the Loyal States during the last ten 'years was over 1211 per cent., or an average of '1.6.10 per cent. ,per annum. In three years of the war we of the United States have certainly earned 3000 millions More than we have spent aparf from the war. The cost of the war may be set down at 2000 mil- . honk Deducting this froitioni net earnings, the' People who are security for this loan are 1000 millions richer to-day than they Were when the NN Or broke out. . No other investment can: be'so easily eonverti big. The man who has a Treasury note for $5O, or $lOO, or $lOOO, can turn it into money more readily, and u better terms, than if it wertin- ' vested upon And mortgage, or ,In'jnilastq stocks. The interest offered is higher than can be real iked from-any other-safe and convertible latest, ment. It is moreover, readily collectable.' when due. To each note aro affixed five "coupons," or interest tickets; due at the expiration of each suc cessive half-year. The holder of a note has simply to cut off one of these coupons,_ present it at - the nearest bank or Government Agency, and receive his interest; the note itself need not be presented at all. Or a coupon. thus payablewilteverywhere be eqttivalent,,when due, to money. - • Thus, while this loan presents great advantages to large capitalists, it offers special inducements to those , who-wish to make a safe 'and profitable investment of small saving. It is in every way the best Savings' Bank; for every institution of this kind must somehow invest its deposits profit ably in order to pay interest and expenses. , AThey will invest largely in this loan, as the best invest ment. But from the gross interest- which they , I receive they must deduct largelY for thitipenses of the Bank. Their usual rate of interest allow ed to depositors is 5 per cent.' upon sums over • $5OO. The person who invests directly with Gov ernment will receive almost 50 per, cent. inure., / Thus the man who depositis $lOOO in a privatty - Savingif Bank receive 50 dollars a year. interest; if he deposits the -same sum in this National Sa vings' Bank he receives 73 dollars. For , those who wish to`find a safe, convenient, and profitable means of, investing the surplus -earnings - which they have reserved for their old age or for the benefit of their children, there is nothing which presents so many advantages as this- National , Loan. • It is convertible into a six per cent. gold bear in g bond. At the expiration of - three years a holder of the notes of the 7-30. moan has the option of accepting . payment in full or of funding his notes in a six per co t. gold interest bond, lhe principal payable. in- sot less than five nor more than twenty years from its date as the Govern ment may elect. For six monthspast, these bonds have ranged at arraveragepremitun of about eight per cent. in the-diew York market, and have sold at 109 today (Aug. 12th), thus, making the real - rate of idterest over ten per cen.; and besides, to make the inducements even greater, Congress by special act exempts its Treasury notes .from state and municipal taxation. Pendleton, the Democratic can didate.for Viee-President, is a gentlemanof de cided ability, liberal acquirement, and unstained private reputation. But he is an anti-war Cop. perhead of the intensest shade, and his votes in Congress have rarely differed from those of Val landigham and Ben. Harris. Pendleton was first chosen to Congress =in 1856, and has been thrice reeleetedfrom the Ist (Cincinnati) District. Be differs in location, (but not in principle.) from Jeffers& Davis, Robert E. Lee, and John Mor gan: —Pour -years ago, and up to the outbreak of the war, McClellan, as well as Pendleton,. - was a resident of Cincinnati, end that city is still his legal residence, according to. the axiom of Our State Constitution that no one gains or loses a residence by reason of,..serving the country in her armies. We do not know whether McClellan is now bille ted on New-York, New Jersey or some Other State; nor is it, at all material. The President and Vice-President must not be residents of the same State ; but there is no rule which forbids a dozen defeated candidates being in the same bongo if they choose. • —The Union Congressional - Conferencelor this district met at M'llvames Hotel on the 29th ult.'
