Before clo.ing this message I desire to
advert to the delay which has sometimes
occurred in the passage of the general ap
propriation tiill. It i3 necessary lhat thi
bill should become a law, as otherwise
the action of Jhe- Government would le
stopped. To delay its presentation to (he
Executive as was done at the lat regular
session till a late hour in the night before
the morning fixed for the final adjnurr -ment,
is to deprive the people of their
right to have all bills submitted to the re
vision of the Legislature bef'or3 becoming
laws, in caso the Executive should not ap
prove them. If thete bad been time, I
&bould probably have returned the appro
priation bill of last year for such revision,
as when I had the opportunity of delib
erately examining it, 1 found provisions
which I could not have approved but
that opportunity was denied me before
the bill had become a law, and in fact as
the Legislature was on the point of ad
journment; the only quest ion presented
to me vas whether that bill should be
come a law without a:uer.dmpnt or the
necessities of the Government remain un
provided for.
The gallantry of our soldiers i't the field
still sheds lustre on the commonwealth,
and that their merit is ppreciated by a
generous people is shown bv a continued
and che-ttul liberality with which the
men and women of the State contribute of
their means for their comfoit and welfare.
Hay the blessing of God be on those bravo
men who have stood by the country thro'
the dark hours of her trial.

ened by its defeats and losses during iheyear
now closing with its credit so reduced that its
purse-bearer ofiicially declares that its Treasury
Notes can only be exchanged for coin at tho rate
of twenty-five for one, while its bon is command
but sii cents on the dollar but awuits the blow
which shdllsoon strike the sword from its pani
cidal hand and remit its mater-spit i' to the jus
tice, or it may be to the clemency. W a sorely
wronged tsud justly incensed but forbearing and
magnanimous People. Such are the auspices
which justify our year soon to open will seethe
Stars and Stripes float unchallenged from every
battlement in the Republic, and the perfect law
of Liberty for Ail immovably imbedded in the
Constitution of our Union.
The New York Tribune, founded inlSll,wi!l
enter upon its twenty-fourth year with quickened
hopes and enlarged means of usefulness. Its
principles need no re-statement : its aims are the
diffusion of Intelligence and the inculcatiou of a
spirit of Freedom and Humanity. When this
truth shall haVe generally been recognized and es
tablished as the basis of our institutions and poli
ty, that injustice to the poorest, the weakest, the
most despised, is a fearful mistake that nocom
munity or State can afford to wrongeven its hum
blest member then will our land bask once more
in the oalm sunshine of peace and prosperity.
The Tribune has for the last year been publish
ed without profit to its proprietors, solely because
of the depreciation of our Currency below the
the specie standard, compelling us to buy paper
and other materials at a cost considerable above

On our Weekly edition, the net loss has amounted
to many thousands oi dollars; while our large
receipts from Advertising have been wholly ab
sorbed by the extraordinary expenses for Corres
pondenee. Telegraphing. Se . devolved upon us
by the War. As we do not suppose our patrons

prefer not to he patronized by any who m xy de
sire it. we have somewhat advanced for the en
