Before clo.ing this message I desire to advert to the delay which has sometimes occurred in the passage of the general ap propriation tiill. It i3 necessary lhat thi bill should become a law, as otherwise the action of Jhe- Government would le stopped. To delay its presentation to (he Executive as was done at the lat regular session till a late hour in the night before the morning fixed for the final adjnurr -ment, is to deprive the people of their right to have all bills submitted to the re vision of the Legislature bef'or3 becoming laws, in caso the Executive should not ap prove them. If thete bad been time, I &bould probably have returned the appro priation bill of last year for such revision, as when I had the opportunity of delib erately examining it, 1 found provisions which I could not have approved but that opportunity was denied me before the bill had become a law, and in fact as the Legislature was on the point of ad journment; the only quest ion presented to me vas whether that bill should be come a law without a:uer.dmpnt or the necessities of the Government remain un provided for. The gallantry of our soldiers i't the field still sheds lustre on the commonwealth, and that their merit is ppreciated by a generous people is shown bv a continued and che-ttul liberality with which the men and women of the State contribute of their means for their comfoit and welfare.
