    LOCAL AFFAIRS.
Adjourned meeting of Councils.
The City Councils mot last night for the purpose
of taking some definite action on the right of way of
the Pittsburgh, Fort Wayne and Chicago Railroad
across Penn street.
In Soloct Council, President in tho chair.
The report of the Finance Committee on the ap
propriation ordinance, introduced some weeks since,
was received? They stated that they could not find
any error in the estimates for the Police and Fire
organizations, and recommended that the Councils
apply to the Legislator , ' for power to levy an addi
tional tax. Read i.nd accepted. C. C. concurred.
The appropriation ordinance, the main features of
which we enumerated some timo Firma, was offered,
with coins trifling amendments; read thr,"o times
and p.,sed. In Common Council, a motion to reduce
the firs appropriation was lost by a veto , f 26 to 3.
A third reading being objected to, the rules were
suspended, and the action of Select Council con
curred in.
Tho ihiLutes of a meeting of citizens of the Fiftl.
Ward, opposed to the railroad crossing, were read,
accepted, and referred to tho members of Council
from the Fifth Ward. C. C. Concurred.
A motion to the effect that the Finance, Police and
Fire Committees be requested to take the appropria.
tions into consideration, and devise ways and means
to provide for the thorough organization of the fire
and police departments, was read three times and
passed. C. C. concurred.
Two petitions against an increase of dray license::
were received from Common Council ; their action
was non•concurred in, and the petitions were referred
to the Finance Committee. C. C. receded from their
fornierlaction and concurred.
A 91 for $6,50 from J. 8.. Hartley was read three
times and passed, .C. C. concurred.
In Common Council, Mr. M'Eelvy in the Chair.
The President read - some resolutions from a meet
ing of the citizens of the path Ward, in favor of the
railroad crossing, which were accepted and referred
to members from the Fifth Ward.
A resolution was adopted appointing a committee
of three from the Sdect and two from the Common
Councils, to wait on the committee from the Balti-
Moro Councils, now in the city, and proffer them the
hospitalities of the city. Messrs. Hamilton, Hunter
and Errett were appointed f:om the Common Coun
cil. On motion, the Presidents of the two Councils
wore added to the'Committee. Select Council con
curred, and appointed Meszrs. Brown and Moorhead.
A resolution was offered requesling the Finanoe
Committee to present a memorial to the Legislature,
asking the privilege of levying an additional tax for
fire and police purposes, any surplus to be paid into
sinking fund, which was laid upon the table.
"An act relative to licenses in Pittsburgh and Al
legheny cities, and the boroughs adjoining thereto,"
designed as an amendment to the memorial reported
some weeks since, was offered by Mr. Errett ; the
amendment was acciTte-1, and the resolutions, as
amended, adopted.
The resolution relative to the Pittsburgh, Fort
Waynelnd Chicago Railroad, reported at last meet
ing, edam from theSeleet Council, with a committee
of crinforence. Common Council appointed Messrs.
Errett and M'Candletzs on the committee. Mes=rs.
Totten and Morrow wale the committee appointed by
the Select Council. The cetnmittee of conference
were unable to agree, and the resolution fell to the
ground.
On motion, Council adjourned.
Benefit of Mr. Ibtrey Lanyfbm.—This evening, we
are informed, Foster's Gayeties close for the sea
son. The company wi±l play in Wheeling until the
now theatre in Odd Folios Hallris fitted up, when
they will return. To night, Mr. Harry Langdon takes
a honk. Ho is a young actor a rare merit, and we
think he will at some future day rank among the first
stars of the country. At the earnest solicitation of
a number of friends, who have felt a strong desire to
see him iu a worthy repres , entatiou, he has for some
time been preparing himself for the rendition of the
very difficult character of Hamlet, and this piece he
will appear in this evening. Wu feel sure that he
will nrit disappoint the reasonable expectations of his
friends in the part, and we hope his efforts may be
rewarded by a good house.

by a stroke of apoplexy. Ever since, he has been in
a very critical condition, but medical skill was called
into requisition, and there is now soma prospect of
his recovery.
Serious Affrdy.---Quite a serious affray occurred at
a doggery un Rebecca street, Allegheny, on 111,0
Wednesday evening. Two moo got into a quarrel
about the very trilling matter of a chew of tot - noon,
blOws followed, and ono ,f them drew a knife and
intlietnd several severe and probably dangerous
wounds about the head of the other. The friends of
the parties interposed and separated them. Tho
party who used the knife his not bean arrested.

HOUSE OF REPRESENTATIVES.
THE LAWRENCE, STONE & CO. AFFAIR
The Sergeant-at- Arms having reported that he had.,
in obedience to the order of the House, arrested John
W. Wolcott, ho was required to bring him before the
bar. The Speaker, in pursuance of the resolution
adopted ou motion of Mr. Stanton, asked Mtn what
excuse ho had for not answering the question, pro
p,modod by the Select Committee, whether he hod
received isoy money or securities from LaWrence,
Stone & Co., sometime in March last, to the amount
of thirty thousand dollars, more or loss; and whether
he was now prepared to iituiiver that and all other
questions ?
The witness was sworn by the Speaker as to the
truth of his written'reply, which was to the effect
that he was here in obedience to the order of tho
House, to answor for alleged contempt committed by
him. He assured the, House in all sincerity that ho
did not design nor suppose ho was guilty of such an
offence, and respectfully asked until Monday to purge
himself of the charge of contempt, and fully justify
his conduct, and ho wished again to consult his
Mr. Stanton moved that the indulgence be granted,
and that he be remanded into the custody of the Ser
goant-at-Arms, and hare the benefit of his coun,:el.
Mr. Cochrane said it must be a very retnaritable
circumstance to justify any gentleman to raise objec
tions; but he could not do otherwise than interpose
his protest ag.tinst the delay.
Mr. Clemens concurred in Mr. Cochrane's views.
The witness admitted indirectly that he had received
money. Why not answer distinctly. Why seek do.

Mr. Stanton's resolution passed.
MARYLAND CONTESTED ELECTION
Mr. Boyce, from the Committee on Elections, made
a report in the case of Brooks, who contests the seat
of Davis, of Maryland. The former •charges fraud
aad violence, and asks for a new election ; he says
the authorities of Baltimore are implicated in the
frauds, and cannot be depended upon to extend pru
toction to society. Witnesses were examined before
the committee, after which a resolution was passed
deeming it inexpedient to grant the prayer of Brooks
asking for the appointment of a committee to take
testimony.. . .
Mr. Phillips made a minority report, stigmatizing
the election proceedings in Baltimore as a gross
mockery upon political independence and popular
riereignty, and concludes with a resolution empow
ering the Committee on Elections tc send for persons
and papers, and to examine into the facts.
The consideration of the subject was postponed
till Monday.
Mr. Hoard said that rumors were afloat involving
the rights and dignity of the House, and asked leavo
to offer a resolution for the appointment of a com
mittee to investigate whether attempts had been
made by persons connected with the Exectittve De
pailment, or persons acting under their advice, to
Influence the action of the House, directly or indi.
roctly, by promise or intimidation, or giving or with
holding patronage.
After considerable debate the House, by a vote of
108 against SS, decided that Mr. Hoard's resolution
seas not a question of privilege.
The House then adjourned till Monday.

ou 'notion of Mr. Foster: An act relativo to the Al
legheny city scales.

the following: A resolution to intlrease the salary of

$1,500; An act relative to inquisitions on real estate.

money is duo to the Commonwealth, passed a second
reading ann postponed for the present.
A bill was read in place by -Mr. Scott, relative to
