American politics we have never hefore arrived
at a more alarming crisis. Ambitions political
leader, have brought the country to the verge of
ruin. It behooves the good citizen, and it is his
imperative duty to contemplate seriously the
pre-ent unhappy and distrapted condition of the
country, and to adopt, if possible, some wise and
miutary measures that may bring peace to the
country, and reconcile and harmonize the con
flicting elements of discord.
It cannot be expected that the mere appeal of
the partisan wilt avail in the present excitement
of the .public mind. For my own part, I have
to say, that no interested motive of a selfish
character prompted me to address my friends.
I desire to say nothing of an offensive chore
to either party, nor do I wish to be unders •171
as speaking in a partisan sense.
It is well known that I have publicly expressed
my disapprobation of the Aot of Congress re
pealing the Missouri Compromise. This act
tended greatly to a revival of the slavery agita
tion, and the immediate consequence of civil war
in Kansas followed, and have continued to rage
with unabated violence and malignity even to the
present time. That is was the clear Constitu
tion•tl right of Congress to restrict the extension
of slavery in the Territories, and to legislate on
tie subject ao was done in 1820, and subso•
quontly I never entertained a doubt since exam
! ining the subject, and that its inhibition in the
nr,Ptern Territory greatly tends to promote the
general welfare of the country. That great in

tory, can or will deny. The acts too, of a body
of men calling themselves the Territorial Legis
lature of Kansas are unconstitutional, infamous
and a disgrace to those who passed them.
Bnt I appeal most earnestly to the American
citizens to waive these questions for the presetit,
and contemplate calmly, and with a heart unbias
ed by party feelings on either side, the greater
and more weighty question which presents itself
at this time. , ioe.koon involving the perpetuity
of the Union of the &wee, a Union cement° I by
the blood of patriots, and by the preservation
of which we may under the blessings of Heaven,
continue a great, happy nation. On the other
hand its dissolution would inevitably bring upon
us as a people the most dire of all national
calamities, civil war, and the whole country, it
may be drenched in fraternal blood. Who can
calmly contemplate the subject and not feel that
one of the most solemn dutiea of his life is to be
performed at the coming election.
It is a crisis that calls upon the good and pa
triotic citizen to rise above party, and to take a
firm stand to avert the terrible calamity-that is
pending over us. The good and patriotic citi
zens of the whole country should considei the
subject, not as partisans, but as ehristians and
lovers of their country and make an earnest et
fort to devise measures best calculated to allay
the present excitement, which is intense through
out the country, and such as has not existed at
any former period.
We have prominently before us two candidates
for the Presidency, James Buchanan and John
C. Fremont. It is a conceded fact that Mr. Fre
mont will not receive an electoral vote in the
slave holding States, and if he should be elected
I believe that it would endanger the Union. Mr.
Buchanan's position is;national, and his mea
sures and policy would be conservative and just.
My convictions on the subject are the result of
calm deliberation, and I believe that the union
of the States is in great danger. 104 the sub
