Lius--Eausas MIIIUa to be Ordered Out WASIIINGTON CITY, September B—The Washington (Infos of this morning publishes the official orders to Governor Geary, of Kansas: " Reliable information having reached the Presi dent that maned and organised bodies of men, avow edly in rebellion egainst the Territorial Government, have concentrated in sit h numbers as to require an additional military force for their dispersion, you will have the militia of the Territory completely en rolled and organized, to the end that they may on short notice be hroue,ht intothe service of the United States upon the requisition of the Commander of the Military Department in which Kansas is embraced. You will furnish by companies, or regiments, or brigades, or divisions, such number and composition of troops as from-time to time you may find on his report to be necessary fir the suppression of all com binations to resist the laws of the United States, to., powerful to be suppressed by the civil Patll ority, and to the tonintenenee of public order and civil goverit mem in the Territory. Signed W. L. Mance, Sec retary of State. recretery Davis to General Smith, under ditto of Septetuber 3d, says 7 Your despatch of the 22d of August and enclosures, exhibit the inadequacy of the force under your command to perform the ditties which have been drivelled upon you in the present unhappy condition of Kansas. By the °Mere and instructions heretofore communicated to meet this t exigency, the President has directed the Governor of the Territory to anupleto the enlistment, and or ganization of the militia, an you will find fully set forth in the enclosed copy of a letter, addressed to i him by the Secretary of State ; and the President hue directed MO to say to you, that you are author ized from time to time to make requisitions on the Governor for such militia force as you may require to enable you promplly'and successfully to exenuto your order and suppress the in oinectien against the 1.4 ovorugnent of the Territory of Kansas, and, under the circumstances heretofore set forth in your iu structioes, to give the requisite aid b, the Alters or the civil government who may be ellsLlacltel in due execution of the law. Sbnuld you not lie able to de. rive from the militia of Kansas an adequate force for these purposes, such additional number of mildw as may be necessary will be drawn from the State of r Illinois and Kentucky, as shown in the requisitooi_ a copy of which is euelosed. The views eimteirred in your iustructions to the °Gars commanding the tramps. under date of August I eth, are fully epproe ed, and accord so entirely with the purposes of the Executive, as to leave but little to add in relation to the course which it is desired you should pursue. The position of the insurgents, 115 shown by yoirr letter and its enclosures, is that of open rebtillioe against the laws and the constitutional authorities, with such utanifestatien of purpose to spread ilevas tattoo over the land as no longer justifies any further hesitation or indulgence. To you, as to every 5e141,..r whose habitual feeling is to protect the citizens of his own t,ountry, and only to use his arms against the public enemy. it cannot be otherwise than deeply painful to he brought into conflict with spy Port" of his fellow countrymen; but patriotism and hu manity elilte require that rebellion should he promtly crushed, and the perpetration of the crimes which now disturb the peace and security of the geed pee. pie of the territory rut to an end.
