Never was there so momentous an issue pre

more vitally important that old Pennsylvania

At such a tire albprivate preferences will
ly give way to a great public duty and intsreit
The ticket generally must be satisfactory, sad
should be cordially supported by the party, and
by all who have the best interests of the
country in view. What the result in October, in
this district, may be is yet uncertain. Things
have not yet quite assumed their definite shape,
but in view of results last NI and last winter, it
is safe enough to predict that a portion of our
ticket, at least, will be elected.
THE WORKINU MEN — The rofud,l of the
Black Republican majority iu the lions. of Rep
resentatives at Washington to pass the Attoy
Appropriation Bill is beginning to produce it..
legitimate fruits already There are forty or
fifty thousand people in the government employ
in the arsenals, armories, foundries—in the mat -
ufacture of guns, cannon, gun•carriages, wagons,
harness, saddles, and every thing else that east
eleven millions a year. Those thousands
workmen must all be discharged for want of m,,-
ney to pay them.
The government has not even the means of
paying them theiriback wages. They must all be
discharged, and seek employment and assistance
elsewhere. That is the mercy of the Black Re
publicans for the working men—refuse to pay
them their wages earned, and turn them out of
employment just before winter approaches'
Their labor i- wanted, hilt it cannot be paid for.
In Massachusetts the government has just
discharged some hundreds of the hands, simply
because there is no longer money to carry on the
work, and no prospect of being any for a year
to come. Our arsenal at Lawrenceville will soon
be shut up, and the recruiting stations closed.
All over the country a similar course must of ne
cessity be pursued. Those working men have
votes, and they will help punish the rascals who
have thus robbed them.
The Gazette, long famous for sticking to bald
faced lies, has two on hands now that are rolled
like a "sweet morsel under the tongue."
flue of -thenis that the South gains by the
three-liftha rule of representation, The well
knewn and demonstrable fact is that the South
loses by it. It loses 13 Representatives by it.
Let us look at the matter fairly
In the North a district containing 93,713 hu
man beings, of all colors and conditions, is enti
tled to one Representative in Congress . In the
South where there are slaves, only three-fifths of
the slaves are counted in making out the Cons
gressional districts. Suppose a case, then, of a
district where there are just as many slaves as
whites. There, a Congressional district wou'd
contain, in round numbers, 11' 4 ,0" peolde•
in' that number 29,009 aro slaves. Two-fifths
of them are Sot counted at all. Two-fifths
of 69,000 is 23,600 That twenty-three thou
isuil six hundred are not counted at all in
making the Congressional district. In every
Congressiona.l district in the Southern States,
then, where the whites and slaves are in
equal numbers the district must contain just
I 1!-,(10fl people to entitle it to a Representative.
And the same rule prevails according to the pro
portions of white and slave population in every
district. Dora not the South /ode then by the
rule
-1110 UST 211
To illustrate what every honest and intelligent
luau another way. Suppose there are
but 2,000,000 slaves in all the Southern State.
Counting them ull as a basis of Representation.
it would give 32 Representatives in Congress.
But under the rule only three-fifths are counted.
Three•tifths of 3,000,000 is only 1,800,000;
which would give but nineteen Representatives.
Here, then, is an evident loss of thirteen Repre
sentatives by the operation of the rule that only
three-fifths of the slaves are counted
Is. it not perfectly apparent ? And what shall
be thought of the base scoundrels who can accuse
men of falseh, cls for simply stating facts so per
fectly obvious, and so generally known?
Tho Journal of yesterday contains a notice of
our ticket that io too good to he lost so we ex
tea the following from it:
"The ' unterrioed' held their Convention yePtcr

The new German Democratic Paper will be
issued this afternoon. It will be printed on new
type, is edited by one of the beat German edi
tors we have ever had in this city, and will be
worthy of the patronage of all our citiseus as a
reliable and able Democratic organ, and at ad
vertising medium. A large circulation is alremly
secured for it, and it will he a permanent paper.
See prospectus and card, signed by many Ger

WE would call attention to the card of Mr. It.
S. Smith, Principal of the Trinity School. His
school ~pens on Monday next, at the school-room
on Virgin alley. From our own knowledge of it
we can safely recommend it asap excellent school
for boys, where all the primary and higher
branches are taught. We know that Mr. Smith
has heretofore given good satisfaction to the pa

pupils under his instruction.
➢la. JOSEPH B. TODD, who waft born anti

SEW GERMAN PAPER
ENN
To our English Democratic Fellow
In laying this proof-sheet of a daily Demo•
erotic paper before you, we would most earnestly
recommend it to your favorable notice and recep
tion. It has been started into existence by the
geneeins exertions and most liberal contributions
of smite of you, and of a number of our German
fellow citizens: and we hope that by a liberal
suppott from the business community in the
shape of subscriptious and advertising, it may
thrive and prosper, and become serviceable to
the peat cause which we advocate. We were
led to this undertaking by the fact, that some of
our flerman countrymen, misguided by the seem
ing arguments of philanthropy of the opposition
in the present contest, had no medium in this
section of the country, in which they might and
would unhesitatingly rely ; the two mostly eir
culate•l German papers here, the Freedom's Friend,
and the Courier, having gone over to our politi
cal ereloy, and the Republican, though Demo
cratic in its principles, not enjoying the confi
dence which it teally deserves, on account of
section-el prejudices. The eagerness with which
the announcement of starting here a new Demo
cratic paper, was received, and responded to by
the Germans generally not only of these eitief,
but of the country all around, gives proof of the
intluenee it may have among them in the present
campaign and in future.
That it will be conducted in a manner, which
will gain the approbation of our English Demo
cratic fellow citizens, we have not the Deft doubt,
from the character and ability of the editor
chosen for that purpose. Mr. Victor Scribe. is
well known by hie former editorial career in this
community, and throughout t hr. western country,
and many a t•ubecriber to the paper will un
doubtedly he added to the list by the mere an
nouncement of the fact that he has become ite
editor.
We have re , eived from many parts of the
country the most cheering news respecting the
prospect:sof Buchanan and Hrecki nridge, t he asser
tions of the oppositon press to the contrary not
withstanding. On the whole we can assure ten,
that the Hermann everywhere, with only very
few exceptions, are "sound to the core," and "can
not be bought." They are true to the Demoet uic
principles laid down by Washington, Jefferson,
and Jackson. and nre opposed to humbug in any
shape, mny it be called Anti Masonry, AboliCon:
ism, Freesoilism, Mormonism, or even Know
Nothing:ism. They look upon these a-, euTes
cences of weak and intolerant minds, and eee no
bugbear in the repeal the ;Missouri Compro
mise, expecting dierefrom no extension of slav
ery to Krinsio or Pennsylvania They know wed
enough that only for the purpose of iutluene:og
the coming Presidential election, this Kansas es-
eitetnent has been Mine,' or rather revived, in
like manner as in former campaign• the
State, Itauk and Tariff They are
pretty sure, that after the eleetton the phdan
thropic ostentatious of the Republican and Know
Nothing. will evaporate and dwindle to nothing
at all.

And who can calculate the immense moral not
physical evils that it will bring along with it
the desolation that will reign along Ihr hordor
States—the ruin of all commerce- —the subslitu
tion of mortal hatred, military encampments,
armies and the thunders of inhuman war, for
schools, and our churches, nod the living
streams of education and religion.
Will some still say, let July be done regardless
of oonsequene,es. I hare heard some say it that
ought to have felt and known differently. (t is
a false maxim as usually applied, and most frt.-
quently.proclaimed. All maxims are sure to be
abused when taken as party watchwords, for
then they are applied in aid of some extreme
doctrine, which excitement alone can approve.
I respect the spirit of the maxim, especially when
used to enforce mere private dales, for consciem.
Mons self-saeritioe always tends to give strength
and dignity to virtue ; and there is no serious
danger of its being too conscientiously applied in
such cases.
But, in its form, and as usually enforced in
partisan warfare, it is radically iicious, becau-e
it assumes tbc.t we must disregard consequences,
whether probable or certain, in considering the
question of duty. All that we do as citizens,
wh do on the authority of the principle that citi
zens are the source of government, and may con.
stitute and instruct it. What we do, therefor e ,
as citizens is an act or government, and others
are neoessurily concerned in it, and duty de
mands of us to consider haw our act may effect
them. The question then ceases to he, What
consequences I would be willing to bear or to
bring upon others for.the cause which I espouse'
and it becomes, What will the people be willing
to bear and to carry out to all its consequences'
Duty requires a candid pre+entation to the peo
ple of an the probable consequences of the act
contemplated, and a submission to them of the
question, whether they see their duty so clearly
as to feel bound to take the consequences of its
performance. If they would not. how ran we
conscientiously aid in urging them to it W e
may be leading them into a position which they
would shrink from with horror.
We have got into an unreasonable excitement
by contending for what we call our right.t Let
us, at least for awhile, think and reason about
our dutieB. This is a calming and improving
exercise of the mind, and we seldom become
excited in it. When we do; it is that reserved,
determined and cautious excitement that gives
force to the act after the reason is thoroughly
convinced, and not that noisy and talkative kind
that is always busy in drowning the voice of truth.
FEDERALIST.
A gentleman informs us that in Centre coup
ty, where he lives, the contest is clearly andien
tirely between Buchanan and Fillmore. Fre-
montism is no go in that locality

Democratic Celebration on September 10
COMMITTEE OF ARRANGEMENT.
In accordance with a resolution adopted at a
meeting of the Sixth, Seventh and Eighth Wards
Democratic Clubs, the following gentlemen were
appointed committees to make the necessary ar
rangements to attend the mass meeting to be
held on the 10th of September:
Sixth Ward—W. A. Lare, James Armstrong,
Win B. Kelly, Jacob Tomer, jr., IVm. M'llwain.
Seventh Ward —John N. M'Clowry, Stewart
Daliell, Benjamin F. Latehaw, P. MoNamee, W.
W. Patrick.
Eighth Ward-0 Magee, H. Every, Reuben
Leonard, W. M'Clure, George Deary.
The above committee will meet at Henry
Fulton street, on Saturday, August 30, at 7
o'clock P. M. W. W. ALEXANDER,
Chairman of Meeting.
Magazines for September
Samuel B. LentTer, No. 77 Fourth street, and
Montgomery, 71 Fifth street, have received all
the monthly magazines. They have sent us
"Putnam," " Household Words," and "School
fellow," all of which are unusually choice nuni.
hers. We look upon the first as the best Ameri
can monthly, the second as the beat English re
print of its class, and the " Schoolfellow" an
indispensable in every family of children.
Miner & Co., and Gildenfenney & Co., have
also "Putnam" for September at their respect.

DONN MATT, )f Cincinnati, late Secretary of

formerly a Democratic Judgo of the Hamilton
Common Pleas, and in the last Presidential cam
puign was active and influential for Pierce. He
has always hitherto eo-operated with the Dtm

We find the above copied into the Gazette of
yesterday. Like most of the reported conver
sions for Fremont, it is utterly untrue. Mr.
Piatt is for Buchanan and Breckinridge, and is
against the Woolly Horse from first to last.
