THE WORKINU MEN — The rofud,l of the Black Republican majority iu the lions. of Rep resentatives at Washington to pass the Attoy Appropriation Bill is beginning to produce it.. legitimate fruits already There are forty or fifty thousand people in the government employ in the arsenals, armories, foundries—in the mat - ufacture of guns, cannon, gun•carriages, wagons, harness, saddles, and every thing else that east eleven millions a year. Those thousands workmen must all be discharged for want of m,,- ney to pay them. The government has not even the means of paying them theiriback wages. They must all be discharged, and seek employment and assistance elsewhere. That is the mercy of the Black Re publicans for the working men—refuse to pay them their wages earned, and turn them out of employment just before winter approaches' Their labor i- wanted, hilt it cannot be paid for. In Massachusetts the government has just discharged some hundreds of the hands, simply because there is no longer money to carry on the work, and no prospect of being any for a year to come. Our arsenal at Lawrenceville will soon be shut up, and the recruiting stations closed. All over the country a similar course must of ne cessity be pursued. Those working men have votes, and they will help punish the rascals who have thus robbed them. The Gazette, long famous for sticking to bald faced lies, has two on hands now that are rolled like a "sweet morsel under the tongue." flue of -thenis that the South gains by the three-liftha rule of representation, The well knewn and demonstrable fact is that the South loses by it. It loses 13 Representatives by it. Let us look at the matter fairly In the North a district containing 93,713 hu man beings, of all colors and conditions, is enti tled to one Representative in Congress . In the South where there are slaves, only three-fifths of the slaves are counted in making out the Cons gressional districts. Suppose a case, then, of a district where there are just as many slaves as whites. There, a Congressional district wou'd contain, in round numbers, 11' 4 ,0" peolde• in' that number 29,009 aro slaves. Two-fifths of them are Sot counted at all. Two-fifths of 69,000 is 23,600 That twenty-three thou isuil six hundred are not counted at all in making the Congressional district. In every Congressiona.l district in the Southern States, then, where the whites and slaves are in equal numbers the district must contain just I 1!-,(10fl people to entitle it to a Representative. And the same rule prevails according to the pro portions of white and slave population in every district.
