When, in the course of human events, it be
comes necessary for one people to dissolve the
political bonds which have connected them with
another, and to assume among the powers of
the earth the separate and equal station to which
the laws of nature and of nature's God entitle
them, a decent respect to the opinions of man
kind require that they should declare the causes
which impel them to the separation.
We hold these truths to be self-evident, that
all men are created free and equal, that they are
endowed by their creator with certain unaliena
ble rights; that among these are life, liberty,
and the pursuit of happiness. That to secure
these rights, governments are instituted among
men, deriving their just powers from the consent
of the governed; that whenever any form of
government becomes destructive of these ends,
it is the right of the people to alter or abolish
it, and to institute a new government, laying its
foundation upon such principles and organizing

Prudence, indeed, will dictate that governments
long established should not be changed from light

He has refused his assent to laws the most
wholesome and necessary for the public good.
He has forbidden his government to pass laws
of immediate and pressing importance, unless
suspended in the operation, till his assent should
be obtained ; and when so suspended he has ut
terly neglected to attend to them. He has re
fused to pass other laws for the accommodation
of large districts of people, unless these people
would relinquish toe right of representation in I
the legislature ; a right inestimable to them, and
formidable to tyrants only.
He has called together legislative bodies at
places unusual, uncomfortable and distant from
the repository of their public records, for the sole
purpose of fatiguing them into compliance with
his measures.
He has dissolved representative houses repeat -
edly, for opposing with manly firmness the inva
sions on the rights of the people.
He has refused, for a long time after such dis

by the legislative powers, incapable of annihila

totally unworthy the head of a civilized nation.

captive on the high seas, to bear arms against
their country, to become the executioners of
their friends and brethren, or to fall themselves
by their hand,
lie has excited domestic insurrection among
us, and has endeavored to bring on the inhabi
tants of our frontiers, the merciless Indian sav
ages, whose known rule of warfare is an undis
tinguished destruction of ages, sexes and condi
tions.
In every stage of these oppressions, we have
petitioned for redress in the most humble terms ;
our repeated petitions have been answered only
by repeated iujury.
A. prince whuse .character is thus marked by
every act which may define a tyrant, is unSt to
be the ruler of a free people.
Nor have we been wanting in attention to our
British brethren. We have warned them from
time to time, of attempts by their legislature to
extend an unwarrantable jurisdiction over us.
IVe have reminded them of the circumstances of
our emigration and settlement here. We have
appealed to their native justice and magnanimity,
and we have conjured them, by the ties of our
con men kindred, to disavow these usurpations,
which would inevitably interrupt our connections
and correspondence. They, too, have been deaf
to the voice of justice and of consanguinity. We
must, therefore, acquiesce in the neeessity which
denounces our separation, and hold them, as we
held the rest of mankind, enemies in war, in
peace, friends.
We, therefore, the representatives of the
butted States of America, in general Congress
assembled, appealing to the Supreme Judge of

do in the name and by the authority of the good
people of these colonies solemnly publish and
declare, that these United Colonies are, and of
right ought to be, free and independent States:
and they are absolved from all allegiance to the
British crown, and that all political connection
between them and the State of Great Britain, is,

An Episode In a High 'Life."
Mr. Cramer, editor of the If r izionsin in a recent
letter to his paper from New York, gives the fol
lowing facts in relation to a piece of scandal that
has caused a good deal of gossip among the "up
per ten", of Gotham :
Fashionable society is just now profoundly
stirred by . an elopement—ln so called high life.
It is the talk of even this great city'—for the
circumstances are moat extraordinarpand dis
tressing. As the affair has got into the prints
a few words will not be amiss. The hero is
Major K., who lost his right arm:ln the Mexican
war. He is separated from his wife, on account
of the brutality of his temper. She lives in
I Washington. Major E. is a mad of large prop
erty—rated from $500,000 to-$400,000, and on
account of his large means and his rank iu the
army, continued to be received in the best
society Some three years ago in Paris he met
Miss Maxwell, then not more than sixteen years
of age, a daughter of Hugh Martiell, Collector
of the port of New York, and well known- as an
eminent lawyer and one of the most esteemed
citizens of New,Tork. He there commenced his
attentions, and after her return to this city, per
sisted in them, notwithstanding his obligations
as a married man. His great: wealth allowed
him to he pertinacious, and he has finally so
corrupted this fair young girl—after-three years
of pursuit —that a few.days since they sailed for
Europe. She is about nineteen—iery - pretty,
and sings like a syren. lie is forty-five, as our
informant remarked, ugly as sin," anti brutal
in his temper. Yet this girl, .10 Eighty bred and
related, has abandoned parents, weileb,'friends,
leon e and ail, to follow this man at his lemon.
It is one of the most distressing Ca6o3 that ever
occurred in this country. It has created a start
ling senoation. The truth is, the . admiration of
money has become so excessive that its mere
possession has hallowed men, who are pirates in
heart, to be kindly received, even in religioni
families. This sad case has made even fash
ionable people think, and perhaps they may
demand character ns well as wealth as a paw,
port to the sanctities of their domesti o privacy.
so, good will come out of this evil.

THE KING OF POLECRATIM—A vine dresser of
Albano, near Rome, is said to have feted in a
vineyaid the celebrated ring of Polycrates. This
treasure, the history of which is familiar to all
readers of Schiller's ballads, was brought to
Rome. after the death of Polycrates, 522 years
before the birth of Christ; it was seen - also by
Pliny, and mentioned by him. The Emperor
Augusta placed it in a golden case, and deposited
it for safety in the Temple of Concord. The
stone of the ring is of considerable size, and
oblong in form. The engraving on it;by Theo
dore of Samos, the son of ofieixtraor
dinary fineness and beauty. It represents ajyre
with three bees flying about ; below, OR th,erigh t t
a dolphin on the left, the head of a h . a. The
name of the engraver is inscribed in Greek char
acters. The upper surface of the stone is slight
ly concave, not highly polished, antione . corney
broken. It is asserted that the posseasor; of this
ring has been offered 50,000 dollars for it by an
Englishman, but has declined it, expecting to
make a more profitable bargain with the Empe
ror Alexander.

the progress of the excavations at Fort Dearborn,
yesterday, one of the workmen came APan a
small wooden image, imbedded many feet below
the surface of the earth, which on being remo
ved was found to bear a striking resemblance to
the idols found by the first Spanish invaders in
Mexico and Peru. The image, though of wood,
was in a perfect state of preservation,. having
evidently been platfid with a kind-td-roiperish
able varnish, which preserved it fromidecay.
The body of the idol, which vfas-in a'ltitting
posture, di but a few inches in lengtit;,but upon
its head is a sort of cap or hebnet,'is fall as the
body itself. The entire lengilkif the vinod, con ,
prising the image, is about .fourteen inches.
The face wears the same unmeaning expression t
which is peculiar do all the images of
worship
which have been discovered in Centrai America,
and its resemblance to them is also apparent in

At Frankfort on the Maine a committee of re
spectable merchants has been formed, in connec
tion with a similar committee in New York, end
with the assistance of Mr American lawyer of
eminence to watch over the interests of those
Herman capitalists who have invested their
money in American railway shares, the dividends
of which are not forthcoming. During the last
two years no less than eighteen 'railway compa
nies in the United States have. failed to meet
their engagements, or else enlypartislly fulfilled
them.
