Ile has plundered our seas, ravaged our coasts, burnt our towns, and destroyed the lives of our people. He is at this time transporting large armies of foreign mercenaries, to complete the work of death, desolation and tyranny already begun, with circumstances of cruelty and perfidy, scarce ly paralleled in the most barbarous ages, and totally unworthy the head of a civilized nation. Lie has constrained our fellow citizens, taken captive on the high seas, to bear arms against their country, to become the executioners of their friends and brethren, or to fall themselves by their hand, lie has excited domestic insurrection among us, and has endeavored to bring on the inhabi tants of our frontiers, the merciless Indian sav ages, whose known rule of warfare is an undis tinguished destruction of ages, sexes and condi tions. JULY 4 THE KING OF POLECRATIM—A vine dresser of Albano, near Rome, is said to have feted in a vineyaid the celebrated ring of Polycrates. This treasure, the history of which is familiar to all readers of Schiller's ballads, was brought to Rome. after the death of Polycrates, 522 years before the birth of Christ; it was seen - also by Pliny, and mentioned by him. The Emperor Augusta placed it in a golden case, and deposited it for safety in the Temple of Concord. The stone of the ring is of considerable size, and oblong in form. The engraving on it;by Theo dore of Samos, the son of ofieixtraor dinary fineness and beauty. It is asserted that the posseasor; of this ring has been offered 50,000 dollars for it by an Englishman, but has declined it, expecting to make a more profitable bargain with the Empe ror Alexander. • MORE DISCOVEHISS AT FORT DEAIIIIOIIN.-111 the progress of the excavations at Fort Dearborn, yesterday, one of the workmen came APan a small wooden image, imbedded many feet below the surface of the earth, which on being remo ved was found to bear a striking resemblance to the idols found by the first Spanish invaders in Mexico and Peru. The image, though of wood, was in a perfect state of preservation,. having evidently been platfid with a kind-td-roiperish able varnish, which preserved it fromidecay. The body of the idol, which vfas-in a'ltitting posture, di but a few inches in lengtit;,but upon its head is a sort of cap or hebnet,'is fall as the body itself. The entire lengilkif the vinod, con , prising the image, is about .fourteen inches.
