light on the subject, except perhaps the fact that
it has been decided to admit to the Conference

The ship Caravan at New lork brought nearly
five hundred passengers, who are bound for the
Mormon region. There were one wedding, tine
births and two deaths during the voyage.
There is said to be a man now living in Fin ,
cinuati who, witli others, some years ago, sailed
out of St. Johns, Newfoundland, in the month of
March, in a vessel bound for the coast of Labra
dor, on a sailing voyage. Before reaching the
coast, and when about one hundred and fifty
miles from land, they run into ice, and were font
in it for sixty days; and during their long impri
sonment in the ice field not a sail was seen. This
fact is mentioned to.show that there is still good
reason to hope for the ultimate safety of the Pa
cific.

The Deficiency Bill, which passed the House
of Representatives, containing appropriations to
the amount of a million and a half, has been
amended in the Senate until it now appropriates
four millions and a half. It has returned to the
House for still further amendment. The ap
proved procei-s of loading down this bill with
amendments has been put into most successful
operation. The practice is, to pass it through
the House with as few appropriations as possi
ble : it goes to the Senate, and there innumera
ble additions are made to it ; when it returns to
the llou•ie for its concurrence, the real struggle
seer the bill commences. As many of the Ben
i.te amendments as possible are agreed to : if
~ny are rejected, they are returned to the Senate,
and then perhaps the struggle is continued in
the Committee on Conference. 'ln this way a
bill appropriating a million and a half of dollars
is loaded with amendments until it swells to four
times its original dimensions. It is anticipated
that the present bill will break down in the
House, being overloaded. In that event a new
bill will be introduced. which may go through
without being made the vehicle for carrying sin
many special proviiii.ins not originally contained
therein. This improper mode of legislation has
become deeply rooted in Congress that its

are exceedingly desirous of killing the bill, as
pa-=age will provide 'against a repetition of
the ra.ealit) I,y which that party carried the two
la-t election.. A large number of anti-know
nothing votes were not east in June for the rea
son simply that the ounider In each ward was
greater than toodd he received, and the know
nothings took 'are that thei- own voters should

evil is remedied by a division of the wards, and
the bill also provides that at leant one of the three
J wips of the election shall belong to the party
having a minority in the Common Council. Last
year all three of the election Commissioners in
each ward were know nothings.

session the past week, arranging the programme
for the Presidential campaign. The Convention
to nominate candidates will be held at Philadel
phia on the 17th of June, and a general invita
tion is extended to all Anti-Nebraska men to
send their delegates thereto from each Congres
sional District. opposition to the repeal of the
Missouri Compromise, and iu favor of the admis
sion of Kansas as a' free State only, forms the
common ground upon which the delegates to
this Convention will stand, and it is said they
will select some man as their candidate for the
Presidential Chair not identified with the Aboli
tion party, but moderately in favor of the re
striction upon equal rights of Kansas to come
into the Union with such institutions as she
may select for herself. The old Wilmot Proviso
in a new snap°, is the real issue to . be fought
over to gain in the approaching campaign. Shall
Kansas be admitted as a State, coequal with
those States already in the Union. That is the

There is a modern Cagliostro among us, whose
devilish devices to ensnare the minds and bodies
of mankind - must be frankly and fearlessly ex
posed ; and since there seems to be no one else
willing to perform the task, we must ourselves
undertake it. The name by which this man is
known in Philadelphia, is Talbot Watts—though
we think we have heard of him, in Montreal and
New York, by another name. lie pretends to
provide the public with a "Magnetic Sugar and
Syrup," as a sovereign panacea for all diseases
of the nervous system. We know perfectly well
of what ingredients this pernicious mixture is
compoged; and when we inform the public—as
we do most positively—that the principal mate

startled into reflection, before they give them

degradation, debauchery and degeneration of the

The mistletoe, though not so generally known in
these days, is still well understood among savans
to be a powerful, insanity-producing drug ; and
both united, in their highest concentrated form,
constitute the most powerful and fatal narcotic
poison known to either modern or ancient chem
istry.
