There is said to be a man now living in Fin , cinuati who, witli others, some years ago, sailed out of St. Johns, Newfoundland, in the month of March, in a vessel bound for the coast of Labra dor, on a sailing voyage. It has returned to the House for still further amendment. The ap proved procei-s of loading down this bill with amendments has been put into most successful operation. The practice is, to pass it through the House with as few appropriations as possi ble : it goes to the Senate, and there innumera ble additions are made to it ; when it returns to the llou•ie for its concurrence, the real struggle seer the bill commences. As many of the Ben i.te amendments as possible are agreed to : if ~ny are rejected, they are returned to the Senate, and then perhaps the struggle is continued in the Committee on Conference. 'ln this way a bill appropriating a million and a half of dollars is loaded with amendments until it swells to four times its original dimensions. It is anticipated that the present bill will break down in the House, being overloaded. In that event a new bill will be introduced. which may go through without being made the vehicle for carrying sin many special proviiii.ins not originally contained therein. The Convention to nominate candidates will be held at Philadel phia on the 17th of June, and a general invita tion is extended to all Anti-Nebraska men to send their delegates thereto from each Congres sional District. opposition to the repeal of the Missouri Compromise, and iu favor of the admis sion of Kansas as a' free State only, forms the common ground upon which the delegates to this Convention will stand, and it is said they will select some man as their candidate for the Presidential Chair not identified with the Aboli tion party, but moderately in favor of the re striction upon equal rights of Kansas to come into the Union with such institutions as she may select for herself. The old Wilmot Proviso in a new snap°, is the real issue to . be fought over to gain in the approaching campaign. Shall Kansas be admitted as a State, coequal with those States already in the Union.
