and oceans. And yet for its protection we have

sion or fit for immediate service. Should hostil

and either England or France the value of our
ships and freights that the enemy wmild capture

having an agreeable time out west in the society
of kind friends. This, I trust, will plead my I
excuse for not attending to the press, as I was

The Central Pennsylvania Railroad is now in
the best of order. The trains are making time

ably known for his urbanity and kindness. We
reached Altoona in good time, and were there

the prince of conductors, who safely conveyed

prise about 500 foolscap pages, about one-third
relating to the movements to suppress recruiting,
the orders of the Attorney General, the trial.of
Hertz., &c. The first letter from Mr. Marcy to
Mr. Buchanan, dated June 9th, says the Presi
dent will be much pleased to learn that the Brit
ish government has not directed the enlistment,
and has condemned ;the conduct of her officers
thus engaged, called them to account, and taken

municates these views of the President to Lord
Clarendon, July 13t,t. Mr. Marry to Mr. Bu
chanan, July 15, ropy: Something more than a
disavowal is looked for from Great Britain, ad
ding that this gives grave importance to the sub

take effective measures to discharge from her

Foote offered a Resolution which lies over, c.. 11-
ing upon the Secretary of the Navy to furni , ll
the charges and causes specifically set forth by
the Naval Board for the removal or disrating of
Naval officers.
Mr. Weller offered a bill making appropriation
for new fortifications.
A message was received from the President
communicating the documents and correspon
dence between this country and Great Britain
with reference to the violation of the neutrality
laws by British agents, and on motion six thous
and extra copies were ordered to be printed.
On motion of Mr. Mason, a resolution was
adopted requesting the President to inform the
Senate whether any offer had been made by
Great Britain to the Government to arbitrate by
some friendly power the differences regarding
the construction of the Clayt.m and Bulwer trea
ty, with any correspondence touching the pro
posed arbitration.
Mr. Mason remarked that on a former 0CC11,1 , 01
he had stated his impression that no •11Ch , ffer
had been made, but not having been accepted, it
may he that it has been renewed; it was there
fore important that the true state of the case
should be made known.
Mr. Hale denied the truth of the statement of
Mr, Tnucey, that it was impossible for the Presi
dent to take any other course than be Mot re
garding affairs in Kansas, without an utter ,hati
donment of his constitutional duty. Mr. Hale
insisted that the President was derelict in not
protecting the bona tide settler , in the exercise
of their rights. There was such a condition of
things there as would justify and demand the
President's interference. He proceeded to show
by reading from the speeches of Senators
that those who voted for the Kansas-Nebraska
bill, passed it on the ground that it wa , a great
measure of freedom, and stated that the Presi
dent, in a conversation with the Hon. G. t'lemen , .
declared a similar sentiment; when resistance
was made in Boston for the return of a fugitive
slave, the President telegraphed the federal offi
cers to incur any expense necessary to execute
the laws, but when tile white men•of Kansas
were resisted in the exercise of their constitu
tional rights, we were told the President had no
authority to interfere. Was not the freedom
suffrage as important as the ownership of
