OF THE. NAVY. The difficulties with England. whether Rini cal ly settled or not, may have one good effect in did , country. It will draw public attention to the fact of the miserable inefficiency of our navy for the purposes of - national defence. This na tio has about thirteen hundred miles of :;ea co,st on the Pacific ocean, and twice that. extent of coat on the Atlantic and the Gulf of Moyleo. To fortify all assailable . points along FO extended i-on-liouril would cost hundreds of millions of d,AlArs, and be but a poor protection still against strung naval power like England or France. A tenth of the money would put afloat a navy that would give n thousand times more protection in case of war, and be far more useful and less ex .;! liensiie in time of peace. This nation has now more ships and Fteraner ,, and tonnage afloat titan any other nation on the globe. The value of our shipping and commerce is immense; and it is scattered over all the seas and oceans. And yet for its protection we have not over eighty war vessels of all class,s, and one-third of them generally arc not hi commis sion or fit for immediate service. Should hostil '. ities, auddenly continence between this country and either England or France the value of our ships and freights that the enemy wmild capture in s twelve-month, would five times eNceed the cost of such a navy as would render :1 war with any nation n most improbable event. No nation would assail us if we had such a navy a. , would be commensurate with our C.IIIIIIOTV, our population and wealth, and with the extent of our seaboard and value of our seapoy.ts to be defended. A powerful American navy w-ull keep the peace on thi. , side of t he ,globe forever: anti the nation has :dmmlamt wealth and nican to supply in two years this mach needed nati, nal security. There is now ',s e t,' up i n the nation al treasury, and practically tHele , s. money enough to build and equip it. one year twenty war steamers of the largest and mo. t f.wmidable effectiveness. This, I trust, will plead my I excuse for not attending to the press, as I was well pressed. The Central Pennsylvania Railroad is now in the best of order. The trains are making time to the moment. IYe left under the protecting care of Major Adams. a conductor well and favor ably known for his urbanity and kindness. We reached Altoona in good time, and were there consigned to the the tender care of Major Briley, the prince of conductors, who safely conveyed us to the sent of government by 7 o'clock— ahead of time. I must not omit to state that we breakfasted nt the Patter , on." kept by hail--and it is due to that gentletonn to state that his house is comfortable and his table boun tifully Fllppliod, with every thing neces , nry• to make the inner man feel good. When the trains run regularly mine host of Mititin will not be complained of by reasonable persons. ant there are n class of people who occasionally go from and make it a business to complain. and wha cannot be satisfied or made comfortable, from the fact that they like to hear themselves talk, awl abuse both landbirlo and attendant., and nine ca , es nut of ten -Itch men have net been in the habit of living half on good ne they do when they travel. (ien. Pell and his attendant... , are polite. atten tive and kind to all who stop at his hotel. It is ungenerous, then, to attack a railroad station Hotel for not having every thing in ample order when the trains due in the morning do not arrive until late in the night. Sow, that the cars are regular, I venture the opinion that there will he no cause for complaint from any reasonable per son. I make this statement in justice to Gen. Bell. inasmuch as he has Leen wontenly abused by those who do not know him, an l care not for the feelings of those who have to eater for the public. Mr. Weller offered a bill making appropriation for new fortifications. A message was received from the President communicating the documents and correspon dence between this country and Great Britain with reference to the violation of the neutrality laws by British agents, and on motion six thous and extra copies were ordered to be printed. On motion of Mr. Mason, a resolution was adopted requesting the President to inform the Senate whether any offer had been made by Great Britain to the Government to arbitrate by some friendly power the differences regarding the construction of the Clayt.m and Bulwer trea ty, with any correspondence touching the pro posed arbitration. Mr. Mason remarked that on a former 0CC11,1 , 01 he had stated his impression that no •11Ch , ffer had been made, but not having been accepted, it may he that it has been renewed; it was there fore important that the true state of the case should be made known. Mr. Hale denied the truth of the statement of Mr, Tnucey, that it was impossible for the Presi dent to take any other course than be Mot re garding affairs in Kansas, without an utter ,hati donment of his constitutional duty. Mr. Hale insisted that the President was derelict in not protecting the bona tide settler , in the exercise of their rights. There was such a condition of things there as would justify and demand the President's interference. He proceeded to show by reading from the speeches of Senators that those who voted for the Kansas-Nebraska bill, passed it on the ground that it wa , a great measure of freedom, and stated that the Presi dent, in a conversation with the Hon. G. t'lemen , . declared a similar sentiment; when resistance was made in Boston for the return of a fugitive slave, the President telegraphed the federal offi cers to incur any expense necessary to execute the laws, but when tile white men•of Kansas were resisted in the exercise of their constitu tional rights, we were told the President had no authority to interfere.
