Our citizens, we trust, will give the mutton- proper attention. The generous manager should not, in the mean time, be forgotten. The performances are always interesting and worthy of poblic patronage, but when we have on the part of the manager, such evidences of public spirit, our obli gations to patronize him ore increased immensely. The schooner Augusta, Capt Gillette, arrived at N. Orleans on the 18th instant, from the mouth of the Rio Grande, whence she sailed on the 12th instant.— On the 2.2c1 ofJuly, the Government submitted to Cons greys a declaration of war against the U States—the said declaration to be made when there is news of the arrival of American troops in Texas. But the Gov ernment tecemmends to Congress to act on a bill an thorizing a loan of $15,000.000 previous toocting on the war bill. It appears that the loan is al-nost com pletely negotiated—at least so the official paper gives us to understand. Tice Picayune of the 19th, says: "The general in command at Matamoias receivedinformation through Senor Arrangniz, of the intended movement of the troops of the United States upon the 'disputed ter ritory." We do not know whether :his general be the same Senor Garcia, who, some weeks since beirg or dered to build a fort to protect the city, "selected a soft spot where the digging was easy, and set his men to woik." We presume it is the same man, as we learn that every point on the Rio Grande assailed by our maws has been declared by him to be nearly, if not quite perfectly, protected. The information which we gave in this paper of the Ist lost, is comfirmed by this arrival. Gen Arista. with his starving, unpaid and deserting troops, amount ing to about 3,000 men, whom we WI at Monterey, was advancing east, and had reached on the 12. th in stant, within a day's march of Matamoros. General Paredes, whom we mentioned as being at San Louis Potosi, but about to march on Monterey with four or five hundred men, is now said to be actually on the match for the latter city, whence he will continue his route to Matamoros or other points higher up the riv. er. Gen Gaona . too, is on his way to the same fron tier line, with 3,000 troops, as is reported. These three bodies compose the army of 10,000 men, we pre. some, of whose advance upon Gen Tsylor so many idle rumors have been circulated.
