We have taken advantage of a leisure hour to pe ruse the correspondence which has been carried - to ac Mexico between Oov Shannon and Senor Rejsui the Mexican Minister of Foreign Affairs, in regard to the invasion of Texas. It is very evident that a crisis lit the relations of the three countries in question is neer at hand. unless perchance the civil dissensions in which Mexico ia now involved should terminate Maps overthrow of her present Gave* nment, or at lent leave her-in such a state of exhaustion as to maks-toy action on her part utterly nugatory. The corresponden ce was opened by Governor Shan. non, in a letter dated Oct 14, written with clearness and vigor. On the part of the Government of the U. States he enters his formal protest against the invaelog„ of Texas by Mexico, and then the manner in which ; the invasion is ordered to be carried out. On the first ;point, he argues that Texas is independent de facto and has been for eight years; that she has been ac ' knowledged as such by three of the great powers of the , ;bworm; and that, putting these considerations aside, she ecame independent when the constitution of - 1894, under which she was a separate and Nue) rnember of the Confederation, was cverthrown by force of arms. h' Upon that event she fell back upon her original rights as a distinct and independent State, and has over since maintained her position against every effort of Mexico. She therefore has a right to treat for a surrender of territory to the United States, or for annexatioir, and the United States have a right to treat with her, both being independent nations .y Mexico knows that they are now thus negotiating, and it is inconsistent with die dignity of' the United States to allow any other nation to step in and frustrate these negotiations, by overawing Texas or coercing her into other alliances, less welcome to her own citizens and dangeroua to the security of the United States. He further urges that a good portion of Texas be longs to what is called the Valley of the Mississippi: that a large number of the citizens of the United States entertain the opinion that it was ceded to this country by France by the treaty of 1803, and unjustly lost by that of 1819; at any rate, that its possession is essential to the security of our frontier, especially while important questions are pending between the United 'States and a leading Eutopean power. Again, he says that inasmuch as the United Slates invited Texas to negotiate for annexation. the conse quences of her assent to the proposition ought not to fall upon Texas but upon the former country, which !is bound in honor to hold her harmless for entertaining the proposition. In regard to the proposed mode of carrying on the . campaign, Gov Shnnnon denounces the orders under which Gen Well is to act as inhuman, barbarous and contrary to the law of nations—more inhuman even than the orders under which Fannie and his troops , were massacred. He alludes, most particularly, to the f abasee slaughter, urging that if in a time of pro. found peace such butcheries were committed against the remonstrance of foreign powers, there would be no limit to the atrocities which would be per , petrated in a state of war. lie exposes the outrage ous inhumanity of the orders to Gen Woll with great effect, and insist that the United States and other civil izea nations are bound to see that they are not car ried into force. Upon the United Stales, especially, does this obligation rest, in consideration of her prox imity to the scene of the atrocities contemplated, and her consequent opportunities to learn the facts and to interpose promptly. We can go no farther into this letter than to repeat that it is written with no little vig or and in a becoming spirit of humanity; but at the same time that it acknowledges that for twenty years the acquisition of Texas has been a leading object with the several administrations of our Government. Senor Rejons's reply to this letter is dated the 31st of October. It seizes bold in the outset, of this last admission of Gov. Shannon, which it claims as a full confession of the duplicity and falsehood with which.. for twenty years the United States dealt with Mexico. It then goes On to argue that the Texan revolution was brought entirely about by Americans; that it was the result of a deep laid plot to get possession of the country; that thtLe who emigrated to Texas. and de clared her independence, never did submit themselves to Mexican authority, but lived under such regulations as they chose to make. That they had no tight to pre vent Mexico from changing the Constitution of 1824, or any cf her institutions as the interests of the nation ; might seem to demand; that they were, in fine, mere ly citizens of the United States, who Fesorted to Texas with the sole view of extending slavery and annexing her fertile fields to their own country. This was their j'object, and the real though disguised object of the Government at Wishington, as is proved he alleges, by Gov. Shannon's note; and he here again takes oc casion to repeat that this note exhibits conclusively a system of falsehood pursued towards Mexico, which destroys every appearance of right with whieli It is sought to gloss over therebellion of the Texan colonists. In answer to the argument that Texas it indepen dont de facto, and has maintai ;el herself as seat for a number of years, he argues, as in the former cue, that they are not Texans who have maintained her in dependence, but that they are citizens of the Southern states who have done it—not to make of Texas an independent nation. but to annex her - to the United States under a show'of right. The note of Mr Shan non, be says, raises the veil with which. j this country has sought to conceal its real purposes and intrigues. With the argument of Gov. Shannon as to the wor*. lent belief in this country that Texas was cede d - to os in 1803 and lost unfairly in 1819, Senor Rejon deals very summarily and with great adroitness; but we have not room fur this part of the discussion. The appeal to the treaty of 1823, between this cpuntryand. Mexico, is very forcibly made, tho Minister deeming it impossible for us to go behind that to buru.up fik title in law to Texas. So, too, with the argument as to the necessity of Texas to our safety. He replies to this that if we may take Texas for this purpose, she same necessity would justify us in going to the Patilfio and seizing upon -ekes Californias. Other parts of Gov. Shannon's letter are disposed of in the most in genious manner; the disloyalty of the people turd gov ernment of this country is continually insisted Upon; and the changes ate rang in every paragm_ph, almost upon the admission that the acquisition of Tessa had been the object of every suceessive Administratio n in this country for tweaty years. The letter concludes 4 with refusing to relinquish the Mexican claim to Tex as, and denying our right to interfere with the asser tion of Mexican sovereignty. The letter is the best specimen of Mexican diplomacy we recollect to have ;read, but we have not room to do it justice. The rot lowing letters conclude the correspondence.
