gent and obvious reasons, the power "to coin money,
iegulatethe value thereof, and of foreign coin, and to fix
the standard of weights and measures," is, by the
Cowden:ion of the United States, conferred on Con
growl aid thiStidat are expressly forbidden to "make
any thing but. gold and silver coin a tender in payment
id debts." In pursuance of the above mentioned
power,an Caws, passed soon after the organization
of the Government to establish a Mint for the purpose
of a national coinage. By this act our present deci-

In relation to foreign gold and silver coins, great
cam* has been exercised, and a great number of acts
beta Leone time to time been passed, to suit the ever
talgencies of commerce. Having just com
- plated the somewhat laborious and perplexing task of
examining these several sett, for the purpose of ascer
with certainty the existing state of the law on
the I proceed to state the result, in the hope
that it may be useful to others.
The following foreign gold coins are now a legal
teat* within the United States, bj,vreight at the Col
-kiwis% rates:
1. The geld coins of Great Britain, of not less than
bquelted and fifteen and a half thousandths in
Ibientat, at ninety-four cents and sixteenth* of a cent
Per pennyweight.
2. The gold coins of France, of not less than eight
hundred end ninety•nine thousandths in fineness, at
ninety-two cents and nineteenths of a cent per penny
vreight.
3. The good coins of Portugal and Brazil, of not
less than two carets fine, at the rate of ninety four cents
and ititecrths of a cent per pennyweight.
4. gold coins of Spain, Mexico and Columbia,
of the fineness of twenty carets and three grains and
- seven sixteenths ofa grain, at the rate of eighty nine
cents and nine-sixteenths of a cent per pennyweight.
The fa/limber foreign silver coins are now a legal
tender, within the United States 4y tale, at the follow-

1. Spanish milled dollars, and the parts thereof
at the mes of one hundred cents for each dollar, the ac
teal weight whereof shall not be less than seventeen
pennyweights and sirrenteengtains, and in proportion
• for the parts thereof.
2. Spanish pillar dollars and the dollars of Mexico,
Pere and Bolivia. of not less than eight hundred and
ninety-seven thousandths in fineness, and four hundred
and fifteen grains in weight, at one hundred cents
each.
S. Dollars of Chili and Central America, of not less
weight than four hundred and fifteen grains in via,
noddiese re-stamped in Brest of the like weight, or
no less fineness than ten ounces. fifteen pennyweights
of fine silver in the Troy pound of twelve ounces of
standard silver.
4. The five franc pieces - of France, of not less fine
ness than ten ounces Troy weight of standard silver,
and weighing no less than three hundred and eighty
fear grains each, at the mind ninety-three cents each.
The Secretary of the Treasury is required by law to
caeseassays to be had at the Mint, at least once in
eevry year, of all the gold coins and of the silver coins,
iezoept Spanish milled dollars, and to report the re
sult to Congress.
Cents are not, and never have been, a legal tender,
except by implication, for sums under the lowest de

symptoms were pain and weight in the left side, toes of
appetite, vomiting, acid eructations, a distension of the

changed to a citron color, difficulty of reathing, dis
turbed test, attended with a cough, great debility, with
other symptoms indicating great derangement of the
functions of the liver. Mr Richards had the advice
of several physicians. but received no relief, until u
sing Dr Harlich's medicine, which terminated in effec
ting a perfect cure.

bout 9 o'clock at night, the Planing, Grooving, and
Sash Ylinufactory, owned by Gay. Dilworth & Co.,
with a large quantity of dressed and undressedlumber,
was all consumed by fire.
The Iron Safe which I bought of you some time
beck was in the most exposed situation during
the fire, and was entirely red hot. lam pleased to in
