IN Fines will be 'imposed, unless the delinquency be satisfactorily explained in doe time, for failing to take from; or deliver at a post office, the mail, or any part of it; for suffering it to be' wet, injured, lost or destroyed ; for conveying tt in a place or man• ner that exposes it to depredation- loco or injury; for refusing after demand to convey a mail-by any coach railroad car or steamboat, which the contractorreg ularly runs on the route, , beyond the.specified num ber of trips in the contract; and for not arriving at the time net. And for setting up or running an ex press to transmit commercial intelligence in advance of the mall, a penalty will be exacted equal ~to a qearter's pay. 8 The Postmaster General may annul the con tract fur repeated failures; for violating the Post Of fice Laws, for d sobeying the instructions of the lie penal. nt ; for refusing to discharge a carrier when required by the Departmee; for assigning the coo tract without the consent of the Postmaster General, or for setting up or running an express es aforesaid. 9 The Post aster General mat alter the con tract, and alter the ? schedulo he allowing a pro rata increase of compensation, within the r estrictiona im posed by law, tor the additional service required, or for the Increased speed, if the employment of ad ditional stock or carriers is rendered necessary, but the contractor may; in such ease; relinquish the con. tract, on timely notice, if he prefers it to the change.
