That hostility is, now. softened into something. like commendation for one man at least upon onr side. The fact is so remarkable that we can but note it, and proclaim it to the people. > It is not our cause, however, that commends its commendations, it is,the of the best abused men now living in the United States, Let us see all it says: It commences by general assault upon the characters thrown uppermost by onr war, but says there is one manat least ‘‘who stands out in prominent distinc tion, from the other public men of the North, remarkable alike -for bis consistency,' bis moderation, hu singleness of purpose, hia eminent ly respectable personal character, and his abstinence Irom those low arts to which men so commonly resort when they wish to gain the suffrages of a democracy; that man is General Mc- Clellan.” The writer then referß to the memorandum of .August, 1881, which McClellan made upon the policy for conducting the war, and the-means which should be adopted to carry It out; and of this memorandum says, “the opening shows that he took a view which, uncommon at the time, was in consonance with reason and fact. It is impossible to read the paper without recognizing the moderation humanity and good sense of the writer’ displayed ata juncture when these cpial' ities were especially rare and valuable ” Then commenting generally upon tiie memor. n.lum says, it is deficient in “definiteness, distinctness und original ity. But It posses&es the merit; a vety considerable one at that lime, of rightly estimating the nature of the struggle and the magnitude of the. preparations required for success." The writer then quotes McClellan’s reasons for his plan of the campaign in opposition to the plan of the President, and concludes by saying, "As a matter of military theory, McClell n was altogether in the right; but his judgment has received other thin theoretical confirmation as regards the difficulties to be encounter ed in advancing from the Potomac. Yet,when the result so plainly pretold actually came to pass, the sages of the North-did not care to assert, even up to the move ments against Petersburg, that 'all the vain assaults on Lee’s positions, all the carnage, all the circling matches of the baffled invader round their oijgct, mere so many incidents calculated upon by the assured victor.” Having thus commended the military sagacity of McClellan, the writer re views the plan of tie campaign, and the withdrawals forces from him by the President, and says the removal of Blen der’s division entirely to' po litical motives,, Fremont being' af“tfiat time the favorite of a party sufficiently strong to make Mr. Idhcoln desire to'con ciliate it.’* And the writer acknowledg es that the deprivation of successive bod ies of troops, amounting in ' all to more than 50,000 men, were Incidents to stag ger the most practised' General. He\ doubts that “duty would paill on a .man to persist in the execution of'a plan so hopelessly marred,” and avers that “McClel an’s fault seems to have been too much moderation, too conscientious an obedience. Had he not been so good a citizen he might ha ve been a better Gen eral. Yet with all this load of iirtreat ment heaped upon him, bo patiently set about the siege of Yofkiowii, while the President dssutned, fowsfrds the man be had so deeply injured, a tone which might have aroused a Quaker to fury.” The prevention of the conjunction of McDowell's f orcesWith McClellan, char acterizes “as a serious and fatal erfor.” He sees merit in the condudt’of the'sev en days’ battles, anti calls it “his most eminent service,''-and 1 says that amid all his discouragements- he “never lost heart.’’. Condemning the government for his removal, 1 and speaking of Pope’s defeat, - he says; 1 Tliescared- government besought htm to save the' country, and this good eftiaen, forgbfting 1 ' all' injuries and affronts, at once assumed tfie' com mand, and promptly reorganizing, the broken host, led it against his redoubta ble opponent.” The writer discusses the battles.of An tietam and South Mountain: and says that, estimating the battle of AnrietSin ; as a criterion of his fighting qualities, “we cannot estimate it highly, ’' still acknowledges that-“he is a prudenif-'ind safe General, audit would be difficult probably to inflict upon him any disaster which foresight could prevent;”tmt con eludes.that "he has radical defects of character which will hinder him from ever achieving notable success.” The writer believes that but for McOielMn, history would have a very’ dlmrent picture to paint, as he saved the gov ernment and. the cause of the Union.- He says that McClellan, after these suc cesses, “was becoming taa- toodangerous a person to be countenanced, or even tolerated much longer, and therefore hie dissmissal was doubtless resolved on at once, but as a necessary preliminary he mast be shorn of bis popularity. If he enuid he made to appear diliatory and incapable, the people would soomforget his service, and the best way to exhibit him in this light was to deprive him of the power of acting.” The writer con cludes by saying that; ‘ ‘Notwithstand ing, our entire belief that the popular opinion .which ascribes to McClellan's generalship; then grave defects of slow ness and over-caution, is correct; we think he is by far the best leader- that has yet conducted a Federal army.?’ "He thinks, afterlreviewing the successes Of Grant, that he “would ho Wronging McClellan, if he set Grant beside him hs General.” He believesthere is one as pect in which McClellan shines with absolute : lustre when combated with other Federate of Hie North-—the spirit in which he makes war is humane and' honorable. “The electlon of McClellan would mean hamanefand civilized War.
