By order of the " COMMITTEE ON MEETINGS net stettsencd Soldiers -returned ealdiers ci, but moue especially tose who were maimed while lighting the battles of our country are in a special Manner entitled to the srratitude of their fellow citizena, and consequently the Int ter must do their Utmost to relieve them. But still, we are pained to say, that in some oases the soldiers have not been treated in this honorable manner. The cases, indeed, are few, but they demand the reprehension of the generous minded public. Alen who could easily find situations elsewhere have been accepted to preference to the one armed soldier to perform that which the latter sae in like manner capable of executing, not withstanding his malm,l condition, and he was lett to do that which he his rival means capa ble of undertaking, while turned himself to other work without the least Inconvenience. To any unbiased mind such con duct as this will appear unpardonable, while to ge serous and pa trio uc hearts it will seem nothing leis than outrageous. Yet such occurrences have taken place, rarely, It Is true, but mill of ten enough to inflict some poor soldier with un neceeeary annoyance and ive him a very bad opinion of his fellow- citi z ens . We hope that such oases will not occur again, so that soldiers will not have to Lament of our ingratitude. Gen. Birney has again pushed his force up to the very outskirts of the city, and was only restrained froin entering and taking pos session because his orders would not-1 permit hjm to do so. This morning the division of General Terry, with Kautz's cavalry, started out on the important mission of finding the enemy and ascertaining his strength in the immediate vicinity of Richmond. I For this delicate movemet the dispido dons were made as follows: Two bri gades of Terry's infantry moved out by their right flank to the Central road and, covered by the cavalry, advanced ups the Toad toward the city. Col. Spears' brigade of Kautz'e cav alry, with one section of horse artillery, was thrown out on the Charles City road, with skirmishers deployed on the left to the Central road, to cover the movement in that direirtion. The rest of the cavalry were deployed as skirmishers in front of the infantry, extending their line on the left down to the left of the main line. A section of horse artillery accompa nied the movement on the Cenrral road. When the line had advanced to the Powell House, a point on the Central road about three miles from Richmond, they Met a line of rebel skirmishers. At this-point the cavalry skirmishers were withdrawn, and the 7th and 10th reg iments deployed in their stead. These regiments advanced handsomely, driv ing the rebels before them with ease. The rest of the column advanced steadi ly in line of battle in the rearof the skirmishers. When the line had reached Howe's house, the enemy opened on them with heavy artillery from their main works, but disregarding this, the skirmishers pressed on and drove the rebels into their line of works at Sharp's house, two miles east of the city. The cavalry on the right reached sim ultaneously tee same line of works. These works were ascertained to be of a very formidable character, similar in nature and a continuation of those in our immediate front at Laurel Hill. They mount heavy guns, but are mann ed by a force of militia men, pressed into the service in the emergency from the shops, stores, factories and streets o Richmond. From prisoners, we have to-day gain ed the following information as to the present strength and organization of Lee's army : At Petersburg, Ander son's old division of Hill's corps, corn mended by General Mahone and Bush_ rod Johnson; and a division of Beaure garde corps—say 20,000 in all. North of James, General Lee commanding in person, Heath's and Wilcox ' s division's of Hills corps—say 40,000 in all. The militia is scattered in the different divis ions. LATESTI3 'V TELE91,4..P11.
