Then a delegation of the Pittsburg Steel Works, in Wagons, which for the most part were tilled with bayi.. On their banner they had a picture which appeared to be a dilapidated rolling mill , nath the Inscription, "Free trade and its re sults." The delegation from the Sixth Wend which came next else' in wagons, but the number of men representing the ward was rot very large. NEW YORK, September 29,—A Special to the World, dated Washington, Sep tember 28th, says: Several deserters from Lee's army reached here to-day, and say that there are indications of the evacuation of Richmond, Virginia. The. troops, however, protest against it, and should the rebel authorities do so, it would cause a mutiny among the Vir ginians. These conscripts declare that the Confederates are making prepara tions which look very-much like evacu ation, and several Government work shops have been closed, the machinery of which has been removed further South. When these parties left Rich mond a few days ago, the machinery of other shops was being packed forremov al if deemed necessary. Large, num bers of mechanics have been conacitipted for the rebel army. A. special to the Times, dated Wash ington 28th, says : General Hooker has been appointed to an important com mand.
