The Latest Invasion. In the early part ofthe month of July, in this summer, an insurgent force under the command of Maj. Gen' Early effect ed an irruption into Maryland through the Shenandoah valley, occupied the city of Fredrick, defeated Mkj. Gen. Wallace in the battle of Monocacy, cut the railroad connnunication between Baltimore and 1 - lirrisbnrg, and between Baltimore and Philadelphia, placed the national capital under siege for two days, interrupted its railroad and telegraphic communications with Baltimore,- - and, after levying lorced contributions on the people of Maryland in the shape of I money, horses, and supplies, withdrew across the Potomac, encountering as lit tle obstruction in its retreat as in its ad vance. We commented on these events at the time in suclrterms as we thought appropriate to characterize the want of toresight,and capacity implied in our military administration by the impunity with whichsuch humilalions could be in flicted on the country at the present stage of the war. Our expressions to this ef fect were feeble however, compared wish the echoes of indignation which were evoked by these events throughout all parts of the Loyal States, and espec ialy from the Policital adherents of the present Administration. Thus warned by the access of danger through the valley of the Shenandoah, our military administration, it was supposed, would not again suffer itself to be taken unawers during the present summer. It was announced through the public press that the insurgent forces of , ani sey is seen com pelled- to disgorge a portion of their plunder: and that Pennsylvania and Maryland were again safe fron invasion and Washington Imp siege. If the coun• try had not yet recovered from the sense of shame left by the unimpeded progress of Gen. Early's forces throughthe State of Maryland, h at least lived in the con fident expectation that it would not soon be called to witness the repetition of such a disgrace. Gen.. Early raised the siege of Wash ington on the 13th ofJuly. It was only sixteen days afterwards, to wit, on the 29th of the same month, that, after he had driven our forces once more out of the Shenandoah valley, two of his brig ades Gen. Johnson's and Gen. McCaus land's again crossed the Potomac into Maryland at the fords of Clear Spring. They marched directly en Mercersburg, in the State of Pennsylvania. Another column of his forces, tresh from the late invasion of Maryland, recrossed the Po tomac on the 30th of July at or near Williamsport, and advanced against nage] st own. ;Still another body of Early's troops crossed the Potomac- at Shepherdstown and moved towards Leitersburg., And so, in a fortnight after the invasion in the early part of July, the country was cAlled to witness the spectacle of a second invasion by the ate troops in the same numbers, mov ing through the same valley, and cross , ing the, Potomac at neatly the same fords. We chronicled these events at the time of their occurrence, hut made no remarks upon theta. We thought comment was unnecessary. The burning homes of the undefended people of Chambershurg placed the military mismanagement which had brought the calamity upon them and that new shame upon the coup. try in a light so clear that no words of ours were required to expose it. And when the national sensibility was quick enough to percive the source of its hull, we (lid not care to indulge in fresh cen sure on a military administration which it was needless to attack, as few or none were found willing or able to undertake its defence. The record it had made up , against itself in permittingtwo invasions, of the Loyal states through the tiltenan doah valley in one tuonth was quite sudi. dent. And we perhaps should not have avert. ed to this disagreeable subject if we were not called to consider it in the offi cial exposition just made by Governor Curtin, who, despairing of the protect tion of Pennsylvania by the General Gov ernment, has just summoned the Legis lature of that commonwealth in extraor dinary session to take measures for the defense of the State from these recur- ring irruptions of. the enemy. He truly says in his message that Pennsylvania "has steadily devoted her men to the great service. From the beginning she has always been among the first to re spond to the, calls of the United States, as is shown by her history, from the three months men and the reserve corps to the preseut moment. Thus faithfully fulfil- Mg all her own :obligations, she has et, right to be defended by the national force as part of ti common country. Any other view would be absurd and un just." And yet, in - the fourth year of au war undertaken for the purpose of quelling an insurrection in the South, Pennsyl vania is to-day for the - first time placed under the conscious necessity of taking measures tei'gnard her own soil against invasion; 'and to protect 'her own clues from pillage and burning.
