THE FREEDMEM AND THEIR • • HABITATION. While the Senate had under consider ation, on the 28th ultimo, the bill to es tablish a "Bureau of Freedman's Af fairs," Mr. Wiley, of West Virginia, moved the following amendment as an additional section: "And be it further enacted, That when ever the said Commissioner cannot find abandoned real estate on which to em ploy all of the freedman who may come under his care and control by virtue of this act, is shall be his duty, so far 'as may be practical, to provide for them homes and employment with humane and suitable persons at fair and just compensation for their services_; and that in order the 4aiore effectually to accom= plish this purpose, the said CoMmission er shall open a correspondence: with the Governors and the various 'municipal authorities of the different States, re questing their co operation in this be half." r The mover of the proposition explain ed its motive and object by representing it as oliVions that at this time there are very test plantations, however many of then may be abandoned, on which it weuld he safe or profitable to place and to employ the emancipated blacks. There isuo district in - the country com ing within the scope of this bill, where; on taking possession 'of the real estate now abandoned and placing upon tbat real estate any given number of these frecdhien, it would not be necessary, in Mr. Whey's judgment; also to employ more br less of the military forces to protedt their while they are cultivating, the farms. And' in any case where, for this or for other reasons, the Commis sioner of Freedmen could not find the means of employing all the emancipated blacks on the Southern plantations, it was proposed by this amendment that it should be the commissioner's duty to "provide-for them homes and employ ment with' humane and suitable persons" in other parts of the country. And to this end the Commissioner was to open correspimdence with the Governors and the various municipal authorities of the ditlerent States requestiag their co-op eratiou,in 'this behalf. It ,will be seen that, by the terms of the proposition, the commissioner was not to open correspondence on this sub• ject so long as lie could find a place for the emancipated blacks on the Southern plantations. But in cases where there was not room for them to find a sub sistence at the South, qr where they were in imminent jeopardy of recap ture and re-enslavement, it was propos ed, as Mr. Wiley explained, "to secure them a better home and better wases in a community wherd they will receive bettef treatment and be better protected by the laws than they can be on the abandoned plantations of the South," under the circumstances indicated. In further support of his benevolent propo- sition Mr. Wiley said: "I beg Senators to reflect a moment and ask themselves the question where, at this time, there is a plantation with in the whole scope of the insurrectionary territory of the United States on which it would be wise or expedient or l.ossi ble to place any number of these freed men; and to keep them there for-six months? Where is the section of terri tory in Which it can be done? If there be any such Ido not know it. Perhaps in the vicinity of our forts and a little distance from them, where they are under the eye of the military authorities, this can be done; but yet we have re ports almost daily that bands of guer rillas seize these men and murder them or carry them off to worse slavery than they have ever endured ." But here is a proposition that has something practical in it, that has some thing benevolent in it, that will take these freedmen from the miserable-con dition in which they are now placed,. that will secure them honies where no such (larger exists, that will secure them homes where they are not under the arbitrary 'assistant of these commis sioners and assistant commissioners, but where, they are under the prcitee lion of the laws and courts, where they are in the midst of a beneirolent com munity who wilt see Ittat they suffer no wrong, where they are in the reach of our judicial tilbunals and the executive officers of ;the law to protest - them in their rights and redioss.their,griermees.
