Secret History of the Rebel invasion There arc some facti connected with the recent rebel movement to the North which ought to be placed 'upon record now, when the circumstances are fresh in the public mind. When these facts are known,: they wilt place in' a still stronger light than -ever the shameful conduct of the Administration; for it will be seen that the President and Secretary of War knew that the'tudyement would take place, and that tliey permitte f d it to he made for certain objects of their owti. These facts I have from the most un doubted authority. The President Warned of the Rebel Movement. On the 28th of June, .a distinguished officer in the army of General Grant, in accordance With a request Of the Presi dent, made to him on the occasion of the recent visit of the latter, wrote to Mr. Lincoln, Informing him that he had become acquainted with some designs which the rebel leaders had formed for a demonstration of a formidable nature toward Washington. to be executed, at that of Stonewall Jackson's famous raid up the Shenandoah valley in June, 1863, was, in order to divert a part of our forces from the work in han'ti on the James river. This letter Informed the ]'resident that the movement was prob• ably already begun, as the design was to have it taken place while General Hun ter's troops were in the extreme west. ern part of Virginia. It expressed sur prise that Hunter had not retreated,to Stauntrm and Harrisonburg; and urged the immediate recall of Hunter to the Shenandoah valley; and stated that the movement was being made on the part of the rebels by the di . visions of Early and-Breckinridge, twenty-four thousand str..ng, but that General Ransom, with six.thousand of General Lee's cavalry, was to be detached from the army of the latter to co-operate in the movement, and to joinsthe five thousand cavalry al ready in the Shenandoah valley, under linhoden and Moseby; also that the ar tillery detailed to accompany General Ransom would amount to one hundred and fifty pieces, and that the force might possibly be increased by six hundred or seven hundred mour.ted rangers or scouts, men unorganized and undiscip. lined, but each armed with a ride, mounted on it fleet horse, and intimately acquainted with the country, and, there tore, fully equal to cavalry for all the purposes of scouts and skirmishes. This makes a total force of thirty-eight thou sand six hundred men. • General Grant judorges‘the Letter. The letter, it is stated, was shown to t=enet al Grant, before it was sent to the President, the facts It contained of course being known .to him. General Giant not only indorsed the statements of the letter, but also communicated his own views of them to the President, and stated that in consideration of the fact that a large- number of veteran troops would soon arrive at Washington from New Orleans, it would - not be necessary to detach any of the 'troops from before Petersburg to defend the capital; particu larly, too, Its the President had it in his power to call out any required number of the state niflitia from °hie, 'Pennsyl vitala New York, New Jersey, Mary land, and Delaware.
