Of mild demeanor, and gentle manners, patient in investigation, and scrupu lously faith!Ul in the: discharge of the duties of hi, high office, he deserves, and I hope will receive, the attention of the people of Pennsylvania. The public should keep their eyes upon him its a rising man, who is eminently qualified for any position, and to whom, they can with confidence confide any trust. Sumner theory, this plan has one distinctive feature, which, were not the man in power so perfectly unselfish and unambitious, it might be imagined, commended it to their adoption. It is to bring into the Senate and House of Representatives a host of members to vote with the radicals of Massachn,Amt , i. The 'first accounts we had of his cap ture, reported that he and his staff and a force offtfty men were taken while in a boat on the Kanawha river. The truth, however, is, that Gen. Scammon and some of his aids, without any troops, in passing from one post to another, took passage On a boat that was regularly plying on the river, and in a neighbor hood that was considered as free from rebel troops a 4 the Illinois river. The night became so stonily and dark that the) officers of the host, who had exclusive control of its management, re fused to proceed any further, and tied up for the night. While in that situation, a force of rebels some forty or fifty in number, while engaged in a "raid" through the Union lines, came upon the boat, and captured the unarmed passen gers, and Gen, Scammon and the few officers who were with him. Ile could not resist alone; the officers and crew of the boat surrendered to the rebels, and he had nothing to do but to submit. The story that he had been reported frequently for incompetency is absurd, in the face of his brilliant career in the field, and his success in every . position he has tilled during the war.
