Hammer, Chaplin of the Twelfth Pennsylvania Cavalry, who was recently released from Libby Prison, furnishes the Philadelphia Inquirer a long account of his captivity and of the suffer. iugs of our soldiers, who fall into the rebel dutch. Toilet in Libby, At last the day dawns, and opening his eyes to scenes surrounding, he beholds about two hundred officers diligently en gaged, intent upon some works which seems to be a matter of life and death. Does he ask the import, not yet taking in his mind the'reality ; he is facetiously an swered "morning devotions," or by another "skirmish drill," Doubtful yea, as to what it all means, he Sees his corn panien at his elbow removing the various „r tic ia il o f his apparel and passing them through a strict settniny, ever and anon giving emphasis to the earnest movements: of his hands. Very timidly, and with a shocked modesty, he steals a glance at himself, and oh. horror of horrors, just under his eye he beholds something not like one of Pharaoh's lean kind, bat a something, a moving mass, somewhat gray in appearanc e and aldermanic in proportions, which startles him, until I gathering courage a friendly boot ralries to the rescue. A Breakfast of Hash, and Rash Only Preparations a renow making for breaks_ fast. Will it be a good one? What ta• very mess will await his consumption ? He steals a glance at the table where others,: are devouring t heir portico. Hash l poor, dirty looking hash! The men loved hash at home, but still his heart softens towards it. Hastening to perform his MurLing ablutions, hie eyes are aunin greeted with nnt,leasant sights, his ricetr,ls penetrated with scents unknown to French perfum-' ere, everything nauseating and disgusting. With an appetite sharpened by long lasting, he surrnui,cls the table, but hardly enters the combat until he learns that he must spare his rations or he wilt have nothing for dinner and supper. Thus warned, he desists, still hungry, and, indeed, the more eager from having aroused a slumbering nature. He is hungry ; o , hers are hun gry ; they all are hungry—have been for days and weeks. Dinner and Sapper Scanty. The morning is spent, he knows not how, and after much buatlingaud activity. and some swearing he hears a lusty cry, "small messes fur soup." What does that meati? Simply a dis tribution of sot,p made. to ooe of the ;arge kettles steaming upon the stove. Is he fortunate enough to obtain a tin cup, he stands with others and gets his allowance of a little rice and considerable water, with now and then a small fragment of meat floating round in search of company. With hia bread he again, attempts to make a Liat with th e sans. 12.--6=r still. Supper arrives, and as the meat boiled at noon must go for the morning's hash, he must fast, having doubtless con sumed the last morsel of bread for dinner. Tus on, day after day, no relief, no change, except the ephemeral excitement caused by the thousand and one idle ru mors that float round without parentage or history. Do you thick that I am giv ing a fancy sketch, and drawing upon my imagination for facts ? I eau assure you it is all too tree. Union Prisoners starved to Death. Many sank under it, and, falling away into living skeletons, were passed over to the hospital, in the other end of the build ing where they lived or died as circum stances might decide. How often have I seen this ; so often that it had long since ceased to call forth special attention. Did men fall down exhausted upon the floor, those stronger picked them up and strove to have them removed to the hospital. Did they die, their bodies were oareletasly put to one side until convenience suited them to hurry them underground. During this time the heat was intense, and the suffering from this cause alone was very great. Add to this the fact that from diet and other causes the prisoners suffered greatly from dysentery, aggravated by the disagreeable water we were obliged to drink, and I know not, indeed, how we passed the summer, or bore tip under the accumulated woes of our situa. nn The A Mount of Food Allowed to Prix. otters. Do you ask me as to the amount of ood reoei,‘ed daily by each officer? question is easily answered. One-fourth pound of very tough raw beef and bones, very little over ten ounces of bread, very heavy and sour, a little rice and it2fintes imal quantities of salt and vinegar. This was the amount of rations received, though I will do the authorities the justice to say that it was hardly the amount al lowed, the remaining part being appropri• ated by officials. However small the appetite of the prisoner, if well he could eat the whole of his day's rations at one meal and look around for more. At the time of which I speak the officers were not allowed to purchase or receive any food but that furnished by the authorities as the daily ration. The bread was very unpalatable and unwholesome; the beef oftentimes tainted, and sometimv evi dently diseased, as we could see where tumors had been extracted, If in lieu of rice we obtained beans or peas, we receiv ed with them no small quantity of ani mated li`e. in the form of worms, fat and plump. The Interior of the Libby Prison. Fancy a room 102 feet lung and 40 feet wide, occupied by 160 officers as sitting room, dining room. bed room, ke , all in one; and than this room, in addition, con tained two tables, reaching across the room ; and in r,ne corner was boarded off a room 16 by 15, as o cook room, and one corner of this again boarded off, and eon. taining the hydraw, wash troughs, sinks,; Lo. With insufficient drainage, and lim ited means of cleansing the impurities which must of necessity accumulate, the floor quite nasty, much of the time sub Jeot to the leakage of the floor above; all I this, too, but a step from the cook stoves, and all in the same room, can it be won dared that -we suffered from noxious va pore, or were disgusted with nauseating thetts and smells? This cook room con tained three old' stoves, with furniture enough to moderately supply one, andet designed to supply the wants of about 400 containingimmediately above us holding Colonel ght's command and others. The kettles were in constaa in' t employ day and night ; not iniPlOyed itoOk• leg our food, they were used for washilli dirty clot or boiling to death the min that) that) •ed them, and. indeed, so,e. times for .gibing feet. The eating of these four hundred officers was done upon the two tables in the room, which neces eerily required their presenc e a good deal of the time in this prolifle room. The supply of tin cups, plates, knives and forks were about sufficient for one hun• dred men, and many were the scenes of wrangling and disorder caused to be the lucky possessor of these useful artiolee. Woo to the man who was last in the race; fingers MUst then do the work. The con dition of the recital can well be imagined —filthy in the extreme. The floor, the cracks in the post and doors and the win dow openings, as well as the crevices be tween the bricks, were all filled with ver min, many of them visible. Inbuman Treatment of our Men. The treatment received by the officers during this trying time was bad and only bad continually. One seemed to vie with the others in their endeavors to annoy ns and make our situation intolerable. Did one under this delieerating process stretch himself upon the floor daring the day upon his blanket, unless he had firet ob• tamped the consent of the prison inspector to spread his blanket, and he was never present when wanted, he was rudely aroused, his blanket taken from him and carried down stairs to be given to some needy rebel or placed under the saddle for on •of these ruffians to ride upon. If by any means we offeuded his supreme high• ness, the commandant, our supply of water was cut off for half a day and night. and this during the suffocating weather of summer : or to vary the punishment and add zest to the regiment, we would be left without wood for three fourths of a #ay wherewith to cook our fond, but then lee saved our rations and had more the next day. Officers Confined in Dungeons, have seen a Captain of cavalry, for ehe simple offense of missing the spittoon and spitting upon the floor, thrown into a dark damp dungeon for two days and nights, on bread and water, causing a se rious inflammation of the lungs. At this time it was required that the officers alion!d perform the most menial services connect ' ed with cooking, washing, scrubbing, and the cleanliness of the room. Lieut. We'ch, of the Eighty Seventh Pennsylvania try, lay for six weeks in a dungeon nndsr he blinding, because, as an Orderly Ser. fgeant, acting under appointment as a Lkutenant, though not yet mustered in, 'and of course not recognized as such., he had rightly classed himself with the en— listed in h. When brought up among the other officers his clothes, shoes, etc., were covered with green mould. Lieutenant Dutton, of the Sixty-Seventh Pennsylva• ma Infantry, has been doomed to a dun geon until the close of the war, and is now suffering therein for a similar offense, with the additicnal fact,that he assumed the name of another. Captain Litchfield (r am not certain of the name) of the Sixty Seventh Peunsylvauia,Twas confined in a durgeon for five or eight days on bread and water for forming a plan of escape which , was frustrated. Col. Powell, I think, of the Twelfth Virginia onion Cavalry, wounded severely in the back from a window in Wytheville, and left behind was carried to Richmond and planed in the hospital. A few_days after, one of the Richmond papers railed out against him in the most brutal man ner, and suggested that he be executed. The same Prison Inspector entered the 'hospital,-and without the - knowle of t from his bed and tollow e was placed in one of the dungeons spoken of, and upon asking what were the charges against him, was answered, 'God ---- you, you shall soon find out.' Here, with a ball in his back he temained five weeks and four days, part of the time without a blanket, rarely receiving any medical , care, and sometimes his rations withheld. A guard was placed constantly at the door of his cell to prevent either escape or communication with others. While con fined there the entry was frequently block• ed up with dead bodies, remaining there several days, and this during the heat of summer. This entry performed another important Part, being the place where men and women were daily brought to receive their lawful allowance of lashes at the hands of the Prison Inspector. A letter was sent to General Winder by the Col. onel, asking the charges and protesting against his treatment. He denied any knowledge of the matter, and suggested that, perhaps, Genera/Jones was acquaint ed with the facts. He also denied any knowledge of the matter, and coolly asked to know the °barges. "He was released, I know not how, and placed among us. This officer was the victim of irresponsible authority and fiend ish cruelty as wielded by this prison in. spector. While confined in the cell, the Colonel, who is a christian, asked in writ. ing twice for a Bible, but no notice was taken of the request. One officer, taken at Gettysburg ; was slapped in the face by this inspector, for saying that he thought . he had no right to take from him a small fragment of shell which he had in his pocket as a relic. His acts of brutality are numberless. Brutal Treatment of Enlisted Men. 1 have so tar only given an outline of the treatment and condition of the offi cers, which in comparitton was a favored one. I cannot describe the condition of the enlisted men, as seen by the officers and learned from sources at present nameless. Hanger, bad treatment, and exposure, have done their work too - surely for many brave souls who have gone up to testify at the bar of God to the barbarities practiced upon them.' liany of them, also, were shot by the guard upon the most frivolous pretenses. Belle Isle, our place of confinement, is supplied with tents only sufficient for a part of the men t the rest were compelled, daring the cold nights, to pace up and down the island to keep warm, and while the sun was shining daring the day, they would sleep. I have seen them marched through the city barefooted, bareheaded, without coats, and with only the remnants of other articles of clothing. I have seen them brought from this island in the evening, to ship them in the morning for City Point, so weak from hunger and disease that they were unable to stand upon their feet. Never have I witnessed such misery and want among class of human beings.
