From the Cincinnati Enquirer I A few months since a fashionably-dress ed personage arrived in Cincin eatibyrail road, and secured a suite of rooms at the Burnet House, and registered his Lame as "Louis A. Belville, Russia." His suavity of mauner.elegance and neatness of dress, general appearance, and indeed everything betokened that the newly arrived guest of Colonel Saunders was one possessing me. tropolitan intelligence, if not those at tributes of popularity now-a-days, effla ence and wealth. His manner was re served but firm, his conversation bland yet winning,and cnly a few days elapsed before he exhorted from the resident gues's of the house, both civic and military, a Relic. itade to make his acquaintance, which was some what difficult to accomplish tip narently. Once made, however, the wily Russian, by his social ability and lavish - - nese with money, so completely enamor ed his new acquaintances that they, to use a vulgar expression, "tied to him," urged and gained his introduction to their fe male friends, and, in short, inaugurated him as the prince of society in Cincinnati. Parties ware given that this foreign repre sentative might loom cat more especially as -the bright particular star. He was fe ted to his heart's content—no pains being spas-ed to give him ovations that would honor a higher personage in the grade of European society then that which he was alleged to be. X ankee curiosity was raised to its high est pitch as to the probable mission of this gentleman on the American coati neat, and the solicitude in finding out culminated in the question direct being put to the nobleman. With his usual keenness and nonchalance, he responded promptly that recently in Russia he had become inveigled into a quarrel with his Government of a political char acter, but of such a serious want° to the Emperor that banishment ffhen the coun try was the consequence. His\ietentions were at case decided to come to America' and: become one of her eitzens, and, afeer 1 a residence here of three years, return to Russia and enjoy nil the privileges of that kingdom without fear of molestation. His cff band method of briefly alluding to his complicated foreign difficulty succeeded in satisfying his American friends, and gained f- , r him a sympathy that was really wonderful. Thlla_sn....±trs.n.- ... , > , l4cr-v-r4r Generals resident and transient were not content in their strolls through the city del and evening promenades with lady friends, unless Mr. Belville was one of their num• ber. At the various military headquar ters in the city he was a welcome and constant visitor, and being deeply in terested in our domestic difficulties, and sympathizing strongly with our Govern ment in the complete success of the Fed eral arms, many of the contemplated movements were confided to his keeping. His suggestions were frankly given and thankfully received. Indeed, no American citizen to the manor bore could have learned one-tenth tie information imparted to this strange Russian. By the side of generals he visi ted the fortifications, camas, fie , discov ered our real strenth in the Ae:d and at poets, end the destination of our armies, &c., &c. His knowledge of either of the American States was astonishingly limited, and to particularize was a "military necessity" on the part of those with whom he con versed. He passed in and oat of military prisons at all times, and had a carte blanche to visit any portion of this department. A seeming indifference to accept the ma n y compliments that were tendered to him, 1 and the declination of several offers, gain ed for him a confidence with our military chieftains, and their aids amazingly mar vellons. At their request, he went to a fashionable boarding house on Fourth street, adjoining headquarters, and where none bat military officers are entertained. Occasionly he would leave the city for a few days to visit Chicago, St. Louis, and other Western and Northwestern cities, and to become more familiar with the American country. Although his ales, nee was brief, he was missed by his scan e of friends, who welcomed hie return with an mistakeable affection. One of these absentings was unuuseiiy long, and considerable misgivings were en tertained as to his failure in returning lest au accident caused the delay. A Few days since his absence was accounted for, the latest bubble of Queen City confidence was exploded, and the Russian nobleman turned out to be nothing more nor less than a rebel spy, whose discovery was thus made: His last trip , from Cincinnati was to Lexington, not far from which, in a skirmish, he was taken prisoner with other rebels in arms. He was removed to Johnson's Island, from which place he eent a letter to one of his friends in this city, to go to hie late boarding-house, set tle his bill, and get hie trunk, which was to be forwarded to him on the island above named. This news being imparted to the military circle generally, the terrible truth flashed across their minds for the first time that they had been entertaining and giving important information to a spy from the Confederate enemy. Measures were immediately taken to fasten upon this sharper Belville the charge of being a spy, and District Provost Marshal Reaney has been sent to Johnson's Island for that purpose. That the crime can surely be established there is no doubt whatever, in which event the late "Russian nobleman," Louis A Belville, will be required to for feit his life as a penalty far his late fash ional le but exceedingly bold and intrepid career as a rebel spy. We venture the assertion that bat few of his late acquain tances will ever acknowledge that they ever knew such a man, although the whole affair is treated by the knowing ones as' the great joke of the season. S.—Since the above was in type, Provost Marshal Reaney has returned from Johnson's Island, bringing with him the spy Belville, who is at present lodged in the McLean barracks, OD Third street, to await the further action of the authorities, His real name has not yet been developed, the probabilities being that Belville is fictitious. The marshal has further learn ed that about two and a half years ago, Belville entered the rebel service under John Morgan—a portion of whose corn mand, of which Belville was a member, was detached and ordered to report to Humphrey Marshall. General Marshall made Belville's acquaintance, and learn ing that - be could speak five different lan guages, and being exceedingly shrewd withal, he engaged him to come North in ESTABLISHED 1842. the cnpneity of a rebel spy. Belville went to Washington, New York. Boston, Bal. Lim , re, St. Louis, 'and all Abe len-ding citios and posts, and adroitly Succeeded in gai:.;ng the confidence of all the military nut} unities. Such was his knowledge of all our . movements, that po sooner were they determined upon ic . ty •our commanders than the enemy was posted at once, and our plans . c.heckmated or frustrated. It is truly marvellous how successfully he carried on his operations. He is now kept in close military confine ment, end will be brought before a mili tary court martial, to be convened by Gen eral Burnside, and tried as a spy, and, if convicted, of which there is no possi• ble doubt, he will suffer death by being shot.
